Kota layak huni merupakan sebuah gagasan pembangunan yang berfokus kepada peningkatan kualitas hidup manusia dan manajemen konflik dengan mengintegrasikan nilai kenyamanan dan ekonomi melalui rancang kota. Studi pencapaian kota layak huni oleh Ikatan Ahli Perencanaan Indonesia mengatakan bahwa Kota Pekanbaru termasuk kedalam kota tidak layak huni peringkat ke 6, dengan nilai 57,8% di tahun 2017. Penelitian ini bertujuan untuk menganalisis komponen dasar dan menyusun strategi pengembangan kota layak huni di Kota Pekanbaru saat ini. Terdapat 29 kriteria yang akan diuji dan teknik wawancara mendalam terhadap para ahli yang paham terkait kota layak huni. Analisis Hirarki Proses (AHP) merupakan metoda yang digunakan untuk menganalisis komponen pembentuk kota layak huni dan strategi prioritas dalam meningkatkan predikat kota agar menjadi kota layak huni. Hasil penelitian menunjukkan bahwa indeks kota layak huni di Kota Pekanbaru yaitu 60%, atau terjadi peningkatan sebesar 2,2% selama tiga tahun terakhir. Adapun kriteria yang perlu ditingkatkan yaitu kebersihan (40%), perekonomian (46%), fasilitas pejalan kaki (44%), dan aksesibilitas (46%). Sementara itu, peremajaan kota dan pembangunan fasilitas ruang publik, ruang interaksi sosial, keamanan, dan dukungan fungsi sosial dan ekonomi serta sanitasi lingkungan merupakan fokus strategi yang harus dilakukan untuk mewujudkan Pekanbaru sebagai kota layak huni.

Information technology has advanced rapidly and has long been used in various fields and industries. The accumulated data are valuable in practical applications related to topics, such as scientific research, commercial development, and policy-making references. Recent global climate anomalies are due to the ongoing reclamation and extensive use of natural resources in the ongoing process of human evolution and development. Demand for industrial development and economic competition among countries have caused high CO 2 emissions, which is becoming a severe problem. Through analyzing relevant big data, people can explore the causes of high CO 2 emissions and propose effective solutions. Factors contributing to high CO 2 emissions not only include the strong dependence on energy and its use in economic, industrial, and commercial development, but families and individuals also contribute to air pollution. To solve this problem, this study investigated topics on public policy issues involving big data, community education effectiveness, and low-interest loans. In addition, this study adopted the Delphi method, analytical hierarchy process, and fuzzy logic theory to establish a multicriteria decision-making model based on big data to evaluate the processes of reducing air pollution in urban areas. Because community education contributes to resolving public policy problems, the proposed MCDM model enables researchers to determine improvements in urban air quality and aids in discerning the effects of community education on the promotion of environmental protection policies. In addition, this study proposed methods involving grants and low-interest financing to enhance improvements.

Livability Assessment of Urban Communities considering the Preferences of Different Age Groups

Livability is one of the major guiding principles for urban planning and policymaking, of which the definition and evaluation have become the crucial research topic. As the progress in socioeconomic development accelerates, the microscale living conditions require more urgent attention. However, few researchers have addressed the assessment of urban livability at a finer spatial scale such as the community scale. Thus, this article aims to evaluate the urban environmental quality at the community level given the residential community as the basic unit of urban living areas. We select eighteen objective indicators from five dimensions to establish an objective indicator system. Taking the preferences of different age groups into account, a comprehensive evaluation framework for the livability of communities combining both subjective perceptions and objective indicator is constructed. Then, it is applied to evaluate the livability of 1,394 residential communities in Ningbo City. There are three significant results from the study. First, different age groups have diverse preferences of demands to the livability of an urban community. The indicators they valued most concentrated in the following two dimensions: the convenience of transportation and the completeness of supporting facilities. Second, there exists significant heterogeneity in the livability of communities among districts. Third, the livability of communities shows a decreasing spatial pattern from the city center to the surroundings. These empirical results can be advantageous to urban planning departments and other relevant stakeholders.
