An Experiment in Participative Environmental Decision Making

Abstract: The paper presents a method of participatory decision-making involving the authorities at local level, experts and the public. It studies how to solve the problems caused by the heterogeneity of the parties taking part in the decision-making process. The method builds on mutual learning and consideration among the participants following a systematic approach led by a moderator. The method was tested at a workshop simulating a real-life situation. The test case studied at the workshop was the problem of identif… Show more

“…( 28‐31 ) There are Slovenian research results available on this topic too; some are directly related to the context of the EIA process. ( 32, 33 ) It is important to note, however, that the EIA process is also meant to provide information to the public about risks of environmental damage enabling open and responsible discussion among parties involved. This is especially worthwhile in cases when preset criteria of acceptable consequences are not available.…”

“…Once the impact data are standardized, the following three methods could be used for the aggregation of results (IAEA, 2000;Kontić et al, 2006):  Weighting; weight should be assigned to each indicator on the basis of its relative importance, for instance in a comparison of human health, global environmental impacts and land occupation (land-use impacts). Sensitivity analysis of the weighting should be performed in terms of investigating the difference in final comparative assessment results due to assignment of different weight values to a particular indicator (at least three justified variations should be considered); the final amalgamation method can be weight summation.…”
