Ocean and Coastal Management, Indicator-based assessment of climate-change impacts on coasts: a review of concepts, methodological approaches and vulnerability indices AbstractIncreasing human pressures on coastlines and associated threats posed by sea-level rise have stimulated development of a range of different concepts and methodological approaches to assess coastal vulnerability. The first section of this paper summarizes the concepts associated with vulnerability, natural hazards and climate change. The most widely adopted analytical approaches to vulnerability assessment are described, including spatial scales, the need for hybrid approaches comprising both biophysical and social dimensions of vulnerability, and the gradual incorporation of resilience aspects into such methodologies. In particular, the development and application of vulnerability indices is examined, based on a review of more than 50 studies that applied such indices across a range of hazards. The analytical procedures, proposed typologies, and most commonly selected variables are discussed. This overview demonstrates the breadth of vulnerability studies. This leads inevitably to lack of standardization of concepts and assumptions, which results in limited comparability between outputs for coasts from different areas. However, the widespread demand for vulnerability assessment as a component of decision-making in integrated management of the coast justifies pursuing indicator-based vulnerability assessments. In some cases these will explicitly adopt a consistent methodology that enables comparison between sites, whereas alternatively, metrics may be developed that are designed around particular system components and the site-specific functions for which they are valued. A Systematic Review of Coastal Vulnerability Mapping

Coastal areas worldwide represent an aggregation of population and assets of growing economic, geopolitical, and sociocultural significance, yet their functions are increasingly challenged by worsening coastal hazards. Vulnerability assessments have been recognized as one way we can better understand which geographic areas and segments of society are more susceptible to adverse impacts from different stressors or hazards. The aims of this paper are to evaluate the state of coastal vulnerability assessment mapping efforts and to identify opportunities for advancement and refinement that will lead to more cohesive, impactful, and policy-relevant coastal vulnerability studies. We conducted a systematic review of the literature that addresses physical and social vulnerability to coastal hazards and contains corresponding mapping products. The content was analyzed for the scale of analysis, location, disciplinary focus, conceptual framework, metrics used, methodological approach, data sources, mapping output, and policy relevance. Results showed that most Coastal Vulnerability Mapping Assessments (CVMAs) are conducted at the local level using a range of methodologies, often with limited inclusion of social considerations and limited discussion of policy relevance. Based on our analysis, we provide seven recommendations for the advancement of this field that would improve CVMAs’ methodological rigor, policy relevance, and alignment with other vulnerability assessment paradigms.

A zona costeira do Estado de Santa Catarina (SC) encontra-se submetida a condições oceanográficas e meteorológicas transicionais. A passagem regular de frentes frias e a incidência de ventos de relativa intensidade condicionam a ocorrência de marés de tempestade (ondas extremas associadas a marés meteorológicas de grande amplitude), as quais podem resultar em eventos de inundação e erosão praial, causando danos materiais aos assentamentos costeiros. As praias arenosas são os ambientes predominantes ao longo da linha de costa de SC e possuem elevado valor social e econômico devido à variedade de serviços prestados e à alta densidade demográfica dos setores adjacentes. Desta forma, o estudo da vulnerabilidade costeira torna-se de grande relevância para fins de ordenamento da ocupação e estabelecimento de planos de mitigação para essas áreas. Este trabalho apresenta uma proposta metodológica para o mapeamento da vulnerabilidade costeira de SC frente a eventos extremos de ondas e marés a partir da elaboração de um índice multicritério aplicado através de um Sistema de Informações Geográficas. A vulnerabilidade foi obtida pela integração de dois submodelos: suscetibilidade (composto por variáveis do meio físico) e capacidade adaptativa (composto por variáveis socioeconômicas). Os maiores valores de vulnerabilidade foram encontrados em trechos centrais dos setores Norte e Centro-Norte e em segmentos isolados no setor Centro. Os fatores socioeconômicos apresentaram alta relevância para os grandes balneários do setor Centro-Norte (como os dos municípios de Balneário Camboriú, Itapema e Navegantes) onde, no geral, os graus de vulnerabilidade foram inferiores aos de suscetibilidade devido à alta capacidade adaptativa local. Por outro lado, os setores Sul e Centro-Sul, embora tenham apresentado capacidade adaptativa relativamente baixa, foram os menos vulneráveis, indicando que o cenário de baixa suscetibilidade foi mais condicionante nestas áreas.
