“…The Public Works Department of Kaohsiung City pioneered responding to extralegal construction as it pursued eco-building advocacy. Based on Kaohsiung’s Green Building Autonomous Regulations, a law initially enacted to enable rooftop solar power installations, the department launched the ‘Kaohsiung House’ programme in 2014 to expand the city’s greening intervention while fulfilling other goals: ‘To respond to decreasing population and prevailing extralegal construction in addition to climate change relief, we initiate a city-led housing reconfiguration movement inspired by a green-building trend’ (Su et al, 2016: 28).
