Application-based Framework for Analysis, Monitoring and Evaluation of National Open Data Portals

Abstract: Open Government Data (OGD) portals are considered of significant national importance towards transparency and accountability improvement. The continuous publication of data in OGD portals introduces the need for highquality data and the qualitative portal itself. This paper aims to address the data quality issues through a framework composed of several components aimed at measuring and monitoring the OGD portals in an automated way. Through this proposed framework, is intended to monitor and evaluate OGD quali… Show more

“…This study attempted to fill this void by suggesting an integrated evaluation framework incorporating the usefulness and availability of OGD portals and assessing the performance of OGD portals in various countries. Prior studies have investigated the automated diagnostics of OGD portals (e.g., Nascimento et al, 2018;Raca et al, 2021) or e-government portals (e.g., Bouzas-Lorenzo & Mahou-Lago, 2015;Dominic et al, 2010Dominic et al, , 2011Jaeger, 2006;Jati & Dominic, 2009;Olalere & Lazar, 2011). Nonetheless, this study amalgamates both the usability and accessibility of the OGD portals and also gives the intel of greatly valued variables in each dimension to focus on to enhance the overall performance of the OGD portals.…”

“…The second type is heuristic testing, where the experts audit the accessibility of a website based on the guidelines. In automated accessibility testing, various sophisticated evaluation tools are used to assess the websites (For example, Nascimento et al, 2018;Raca et al, 2021). Some studies have used a combination of automated and non-automated methods (For example, Jaeger, 2006;Olalere & Lazar, 2011).…”

“…Veljković et al (2014) proposed and implemented a benchmark for evaluating OGD through transparency, participation, collaboration, and openness of data. Raca et al (2021) have developed an application-based framework that considers OGD quality evaluation using two dimensions and several metrics, but it does not evaluate the quality of data itself. An Analytical framework for Assessing the OGD has been proposed earlier by Ubaldi (2013).…”
