Outlying observations are undesirable but possible elements of geodetic measurements. In such a context, the primary and trivial solution is to repeat “suspected” observations. The question arises: what if the measurements cannot be performed again, or if one cannot flag outliers easily and efficiently? In such a case, one should process data by applying methods that consider the possible occurrence of outlying observations. Historically, except for some previous attempts, the statistical approach to robust estimation originates in the 60s of the 20th century and refers to the pioneer papers of Huber, Tukey, Hampel, Hodges, and Lehmann. Also, the statistical procedures known as data snooping (data dredging) were developed at a similar time. It took not a long time before robust procedures were implemented for processing geodetic observations or adjustment of observation systems. The first works of Baarda and Pope encouraged other scientists or surveyors to elaborate robust procedures adapted for geodetic or surveying problems, which resulted in their rapid development in the last two decades of the 20th century. The question for the 21st century is whether robustness is still an important issue relating to modern measurement technologies and numerical data processing. One should realize that modern geodetic techniques do not decrease the probability of outlier occurrence. Considering measurement systems that yield big data, it is almost certain that outliers occur somewhere. The paper reviews different approaches to robust processing of geodetic observations, from the data snooping methods, random sampling, M-estimation, R-estimation, and Msplit estimation to robust estimation of the variance coefficient. Such a variety reflects different natures, origins, or properties of outliers and the apparent fact that there is no best and most efficient and universal robust approach. The methods presented are indeed the basis for future solutions based on, e.g., machine learning.

Sea Fall Point Measurement Method Based on Cone Angle Intersection

The naval gun strikes against the sea need to measure the deviation of the fall point to determine the accuracy and hit probability. In order to improve the accuracy of measuring the fall point position of the naval gun, this paper proposes a maritime fall point measurement method based on cone angle intersection, which does not need to use the axis angle data of the equipment and eliminates the dependence on the equipment's axis angle data when measuring accuracy. Firstly, the photographic measurement method is used to achieve automatic optical intersection of single equipment at different moments, using two observation stations and one cooperative target ship. Then, the image data within 10 km from the measured target are collected using two observation stations. The line of sight directions and angles of the two observation stations are combined to measure the target object and the cooperative target ship at each observation station. The constraint of the approximate equal radius of the Earth ellipsoid is added under close range conditions. The cone angle intersection model mapping relationship is established. Finally, the coordinate position of the target object in three-dimensional space is calculated using field tests at sea and compared with the actual position for analysis.The experimental results show that the measured fall point is within 5 m in the range of 700 m with a ratio of more than 75%. This has increased the range of measurement accuracy processing and proved the feasibility of the measurement method. The method can be used for calibrating large and medium caliber naval gun firing to the sea to improve the firing accuracy of the weapon. Seaports have a very important role in connecting freight by sea. Goods transported through seaports in the world are increasing day by day to meet human needs. This increases the pressure to apply more technologies for better port management. The world's seaports in the 4th generation, the generation in which seaports enhance connectivity to form a large network, have shown high efficiency when applying technology to port management. This optimizes port operations and connects port information into a network that improves productivity and reduces loading and unloading times. Today, the Internet of Things is the foundation for technologies to manage and optimize operations in various fields. It is considered by scientists to be a highly influential technology in the “4.0” era. The Internet of Things (IoT) technology directly affects the activities and processes of loading and unloading goods at seaports. Modern IoT-based port management technologies such as Radio Frequency Identification (RFID) and Dedicated Short Range Communications (DSRC) are contributing to the increased speed and safe movement of goods through seaports. The application of IoT in port management has become an inevitable trend and will be presented in this article. In the next generation, seaports tend to develop into smart ports based on rapidly developing technology platforms such as IoT, blockchain, and cloud computing. Smart port development also poses many issues to be resolved, including environmental issues. In this paper, the authors present some solutions to develop smart ports in an environmentally friendly manner.
