Application of systems engineering to structuring acquisition decisions for marine emission reduction technologies

Abstract: Due to increasingly strict environmental regulation of marine transportation, vessel operators and other stakeholders are required to evaluate feasible compliance measures in the face of multiple criteria and with attention to uncertainties and risks. Several methods and models within operations research have been applied to explore such decision contexts, but little is reported on the problem structure itself and the key values, concerns, and uncertainties that apply to them. The objective of the paper is to … Show more

“…INCOSE provides comprehensive recommendations for building and maintaining generic systems, and has been widely applied in environmental compliance applications (e.g. Aspen et al 2018; McEligot and Brouse 2018; Falk et al 2019). The following sections describe implementation of these recommendations in the design and development of the nutrient credit trading compliance system.…”

“…The methodology has been applied in multiple problem-solving efforts, with recent examples from applications to support bioeconomy transitions [26] and digital twin development of offshore cranes [27]. In [28], SPADE is used to develop a problem structure for marine emission reduction technology acquisitions. In this article, we deploy the methodology in the same manner, with the objectives of structuring planning decisions and reorienting them according to the SDGs.…”

“…Finally, in (E), continuous evaluation and monitoring of suggested performance strategies are conducted for continual improvement of system performance. The SPADE model has been applied effectively in solving complex problems involving transdisciplinary research methods on decision making for sustainability in ship acquisition [25], creating an eco-industrial network [26] and solving design problems for offshore fish cages [27].…”
