Measuring disaster resilience from the perspective of long-term recovery ability is important for the planning and construction of urban sustainability, whereas short-term resilient recovery can better reflect a city’s ability to recover quickly after a disaster occurs. This study proposes an analytical framework for urban disaster recovery and resilience based on social media data that can analyze short-term disaster recovery and assess disaster resilience from the perspectives of infrastructure and people’s psychological states. We consider the downpour in Henan, China, in July 2021. The results show that (1) social media data can effectively reflect short-term disaster recovery, (2) disaster resilience can be assessed using social media data combined with rainfall and damage data, and (3) the framework can quantitatively reflect the differences in disaster recovery and resilience across regions. The findings can facilitate better decision-making in disaster emergency management for precise and effective post-disaster reconstruction and psychological intervention, and provide references for cities to improve disaster resilience.

Neighborhoods have been the focus of health researchers seeking to develop upstream strategies to mitigate downstream disease development. In recent years, neighborhoods have become a primary target in efforts to promote health and resilience following deleterious social conditions such as the climate crisis, extreme weather events, the global pandemic, and supply chain disruptions. Children are often the most vulnerable populations after experiencing unexpected shocks. To examine and describe conceptually the construct of Neighborhood Resilience, we conducted a comprehensive scoping review using the terms (“resilience” or “resiliency” or “resilient”) AND (“neighborhood”), utilizing MEDLINE (through PubMed) and CINAHL (through EBSCOhost) databases, to assess overall neighborhood themes that impact resilience. A total of 57 articles were extracted that met inclusion criteria. Extracted characteristics included study purpose, country of origin, key findings, environmental protective/risk factors. The analysis revealed a positive relationship between neighborhood resource density, neighborhood resiliency, and individual resiliency. This study reports the finding for studies with a population focus of pre-school age and school age children (1.5–18 years of age). Broadly, we identified that the primary goals regarding neighborhood resilience for childhood can be conceptualized as all activities and resources that (a) prevent trauma during childhood development and/or (b) mitigate or heal childhood trauma once it has occurred. This goal conceptually encompasses antecedents that increase protective factors and reduces risk factors for children and their families. This comprehensive look at the literature showed that a neighborhood’s ability to build, promote, and maintain resiliency is often largely dependent on the flexible resources (i.e., knowledge, money, power, prestige, and beneficial social connections) that are available.

Gray Measure and Spatial Distribution Exploration of Local Emergency Resilience on Compound Disasters

The complexity and uncertainty of compound disasters highlight the significance of local emergency resilience. This paper puts forward a framework, including the Projection Pursuit Model based on Real-coded Accelerating Genetic Algorithm and the Moran’s Index (Moran’s I), to measure the local emergency resilience and analyze its spatial distribution. An empirical test is conducted with the case of Hubei Province, China. The results show that: (1) the measurement indices related to infrastructure, material reserves, and resource allocation have a larger weight, while those related to personnel and their practice have a smaller weight. (2) The measurement value of local emergency resilience of sub-provincial regions in Hubei Province is vital in the eastern and weak in the western, and there are apparent east-west segmentation and north-south aggregation characteristics. (3) Although the sub-provincial regions do not show significant spatial correlation, the eastern regions centered on Wuhan are negatively correlated, and the western regions are positively correlated. Furthermore, this study provides theories and methods for local emergency resilience evaluation and spatial correlation exploration, and it has specific guidance recommendations for optimizing local emergency management resource allocation and improving local emergency resilience.
