Approach Paper: Extended Country Program Evaluation, Paraguay 2014-2023

Abstract

This approach paper describes the evaluation methodology and criteria and evaluation questions to be used in preparing the Extended Country Program Evaluation (XCPE) Paraguay 2014-2023, as well as the team and indicative timeline. The document is structured into five sections and one annex that provides supplementary information. Following this introduction, Section II will contextualize the evaluation, explaining the country's development challenges and government priorities (National Development Plan 2030). Section III describes the country strategies approved by the IDB Group over the period 2014-2023 and the country program whose definition is stipulated in the Protocol. Section IV describes the evaluation methodology and criteria, and Section V provides details of the XCPE team and timeline.
