Are ERDFs Devoted to Boosting ICTs in SMEs Inefficient? A Three-Stage SBM Approach

Abstract: We assessed the implementation of operational programs (OPs) aimed at boosting the deployment of information and communication technologies (ICTs) in small and medium-sized enterprises (SMEs).
