There is a great challenge in the business sector to adopt new technologies that boost companies to break into Industry 4.0, especially to obtain the capacity to adopt and develop complex systems based on: artificial intelligence, Big Data, Data Mining, and Cyber Physical Systems. However, efforts tend to be more of an empirical process, rather than a prior analysis, that allows companies to identify the complexity of the situation and trigger a viable implementation. For this reason, this research carried out a systematic review to identify and analyze, from the Systems Science approach, the proposed and most used models to face these organizational problems. In total, 42 of the 3800 documents were filtered for discussion using a systems approach. In addition, one of the models was tested by interviews with Mexican managers to understand how it promotes the abstraction of complexity necessary for a viable system change. The findings at the end of the work were to determine the lack of systemic properties in the current proposals, especially in the efforts to adopt artificial intelligence and the need to have a suitable model for the context of technology.

This paper delves into the complexities of global AI regulation and governance, emphasizing the socio-economic repercussions of rapid AI development. It scrutinizes the challenges in creating effective governance structures amidst the AI race, considering diverse global perspectives and policies. The discourse moves beyond specific corporate examples, addressing broader implications and sector-wide impacts of AI on employment, truth discernment, and democratic stability. The analysis focuses on contrasting regulatory approaches across key regions—the United States, European Union, Asia, Africa, and the Americas and thus highlighting the variations and commonalities in strategies and implementations. This comparative study reveals the intricacies and hurdles in formulating a cohesive global policy for AI regulation. Central to the paper is the examination of the dynamic between rapid AI innovation and the slower pace of regulatory and ethical standard-setting. It critically evaluates the advantages and drawbacks of shifting regulatory responsibilities between government bodies and the private sector. In response to these challenges, the discussion proposes an innovative and integrated regulatory model. The model advocates for a collaborative network that blends governmental authority with industry expertise, aiming to establish adaptive, responsive regulations (called “dynamic laws”) that can evolve with technological advancements. The novel approach aims to bridge the gap between rapid AI advancements in the industry and the essential democratic processes of law-making.

The social dimension of artificial intelligence is a strategic line of research that has been barely addressed to date in relation to information and communication technology policy-making. Debates on new expert information systems have generally revolved around taxation, content moderation, security, privacy and transparency, in addition to new forms of assessment that artificial intelligence assumes in platform capitalism. The existing theoretical and regulatory gaps require, however, a comprehensive approach to the economic, political, philosophical, geopolitical and ecological aspects of communication in the relations between states, international bodies and global corporations. Accordingly, the aim here is to review the state of the art of policy-making on artificial intelligence in Latin America as well as to draw a number of parallels with the current situation in the European Union for the purpose of performing an exploratory analysis on the main regulatory challenges facing public policy-makers from a practical and theoretical perspective.
