Abstract

This article discusses the experience of social movements that were willing to re-democratize the political system in Brazil in the 80s and the transformations that have to date of the adoption of the Constitution of 88, the City Statute, which regulates urban policy and brought innovations such as the management collective / democratic management of cities, rising to the current debate, the question of popular participation.
