The current European context is still characterized by the disparities between the Member States, economic and social cohesion being one of the priorities of the European Union, which is found among the key objectives of European and national policies. The Structural Funds are the most important economic policy measure adopted by the European Commission, and their management, which represents an opportunity for socio-economic development, is the responsibility of all Member States. In the national context, the responsibility for a sustainable local development must be placed on the community, one of the most effective tools for achieving the community’s development being social programs, implemented through social projects. The aim of this paper is to carry out an analysis of the projects contracted under the Human Capital Operational Programme, Priority Axis 4 - Social inclusion and combating poverty, for the 2014-2020 programming period, at the level of Romania's development regions. For our country, the European Structural Funds are the main source of funding of the operational programmes which facilitate the socio-economic development at national, regional and local level, based on the premise that the development of social projects can lead to improved living conditions for the citizens of local communities.

The construction industry sector plays an important role in the national and local economy, and its activities are vital for achieving the objectives of economic and social development which lead to increasing the citizens' quality of life. In the construction sector, the COVID-19 crisis has led to a reduction in site productivity, which has led to an increase in compliance costs, delayed projects and increased the exposure of construction workers to risk and infection. Given that many companies have experienced substantial declines in turnover and high turnover uncertainty during this pandemic, a continuous analysis of the economic climate, respectively of the main indicators of the companies active on the market is a very important element in terms of outlining an overall view of the current situation, as well as the trends in the construction sector. This study provides an empirical analysis as to before and after the COVID-19 pandemic level of labor productivity of economic agents operating in the construction sector in Constanta County. Starting from assessments of the average turnover and the evolution of the workforce of the companies in the construction sector located on the territory of Constanta County, the objective of the research was the dynamical analysis of the level of labor productivity and the way it was influenced by the emergence of this unexpected event. The obtained results confirmed the research hypothesis, namely that the level of labor productivity is influenced by the level of investment and it registers a moderate increase, yet on a noticeable increasing trend, the probable reason being the construction projects for public investment carried out in the area.

This study explores the complex relationship between education and socio-economic development in a post-pandemic context, highlighting education as a transformative cornerstone. Research shows that improving education has direct and indirect social benefits, including promoting business development and reducing poverty in communities. In addition, education has a significant impact on governance and sustainable development, playing a key role in wider socio-economic transformation and sustainability. Research objectives include assessing the impact of education on life satisfaction, economic stability, prospects, and household income adequacy. A diverse group of 216 participants from Central Dobrogea, Romania, ranging from primary to postgraduate levels of education and representing both the public and private sectors, participated. Education is emerging as a linchpin of national development, particularly in the post-pandemic era where human resources are paramount. It serves as a foundation for promoting sustainable community growth and has a profound impact on an individual's life satisfaction, prospects, and resilience to crises. The positive correlation between higher educational attainment and increased life satisfaction underscores the indispensability of education in shaping human resource policies for sustainable development. In addition, education equips individuals with the tools to manage post-crisis recovery and fosters optimism for the future. In essence, education acts as an indispensable catalyst for socio-economic progress, providing a pathway for individual growth and the promise of collective progress, resilience, and seizing opportunities in the midst of adversity.
