Parcels are the smallest units of land usually considered for urban development purposes. Analyses at the parcel level allow taking into account the administrative and physical environment of buildings with accuracy (roads, surrounding buildings, local design rules for building construction). In this article, we propose a free and open source software application, namely Parcel Manager, whose aims are twofold: 1) to assess the effects of different parcel reshaping rules and planning principles on the location, the number and the shape of reshaped parcels, and 2) to provide a basis to assess the potentials for new building constructions. To this end, Parcel Manager simulates a large variety of parcel reshaping processes, with or without the joint creation of new roads, and produces realistic parcel layouts that represent either infill urban developments, edge expansions or leapfrog developments. It can be used to determine if the densification of built parcels is feasible or not, regarding planning and design rules as well as the current urban fabric. The current version of Parcel Manager only concerns the reshaping of parcels dedicated to the construction of residential buildings but not other types buildings.

Land fragmentation is one of the main obstacles to sustainable agricultural and rural development. The main goal of sustainable agriculture development is the production of food by the synergy of economic, social and ecological requirements. The ineffective and defective legislation and even its complete absence have led to land degradation globally. The most adaptable and globally recognized method that has the effect to solve the existing land fragmentation and to prevent the trend of even more intensive land fragmentation is the method of land consolidation. Land consolidation is carried out in a way that each participant in the process of land consolidation gets new land of equal value, with land value reduction for general and common needs of settlements and participants of consolidation. The value of the land included in consolidation process is determined and shown in land consolidation assessment which is conducted by land classification in the defined classes, and the value in the land consolidation evaluation is shown in the estimation units. The estimation unit is the relative relation between the exemplar cadastral parcel and the cadastral parcel which need to be valued, taking into account all the relevant factors that can affect the land valuation. This paper proposes a model of land classification in the evaluation classes based on the Fuzzy Logic Method. The paper aims to develop an expert system that would improve and optimize the process of relative valuation of agricultural land as one of the critical steps in the implementation of the land consolidation. The proposed expert system would provide effective support in conducting the negotiation procedures and planning of land consolidation implementation with the involvement of different stakeholder groups with different requirements and wishes. The model will be validated for agricultural land on the island of Hvar in the Split-Dalmatia County.

Vegetation land fragmentation has had numerous negative repercussions on sustainable development around the world. Urban planners are currently avidly investigating vegetation land fragmentation due to its effects on sustainable development. The literature has identified a research gap in the development of Artificial Intelligence [AI]-based models to simulate vegetation land fragmentation in urban contexts with multiple affecting elements. As a result, the primary aim of this research is to create an AI-based simulation framework to simulate vegetation land fragmentation in metropolitan settings. The main objective is to use non-linear analysis to identify the factors that contribute to vegetation land fragmentation. The proposed methodology is applied for Western Province, Sri Lanka. Accessibility growth, initial vegetation large patch size, initial vegetation land fragmentation, initial built-up land fragmentation, initial vegetation shape irregularity, initial vegetation circularity, initial building density, and initial vegetation patch association are the main variables used to frame the model among the 20 variables related to patches, corridors, matrix and other. This study created a feed-forward Artificial Neural Network [ANN] using R statistical software to analyze non-linear interactions and their magnitudes. The study likewise utilized WEKA software to create a Decision Tree [DT] modeling framework to explain the effect of variables. According to the ANN olden algorithm, accessibility growth has the maximum importance level [44] between -50 and 50, while DT reveals accessibility growth as the root of the Level of Vegetation Land Fragmentation [LVLF]. Small, irregular, and dispersed vegetation patches are especially vulnerable to fragmentation. As a result, study contributes detech and managing vegetation land fragmentation patterns in urban environments, while opening up vegetation land fragmentation research topics to AI applications.
