Climate change and urbanization have resulted in several societal challenges for urban areas. Nature-based solutions (NBS) have been positioned as solutions for enhancing urban resilience in the face of these challenges. However, the body of conceptual and practical knowledge regarding NBS remains fragmented. This study addresses this gap by means of a systematic review of the literature, to define NBS as a theoretical concept; its broader significance with respect to societal challenges; the key stakeholders in NBS planning, implementation and management; and major barriers to and enablers of NBS uptake. The results of this review reveal that, despite a lack of consensus about the definition of NBS, there is a shared understanding that the NBS concept encompasses human and ecological benefits beyond the core objective of ecosystem conservation, restoration or enhancement. Significant barriers to and enablers of NBS are discussed, along with a proposed strategic planning framework for successful uptake of NBS.

Inspired by the Boxing Day 2015 flood of the River Aire in Leeds, UK, and subsequent attempts to mitigate adverse consequences of flooding, the goals considered are: (i) to revisit the concept of flood-excess volume (FEV) as a complementary diagnostic for classifying flood events; (ii) to establish a new roadmap/protocol for assessing flood-mitigation schemes using FEV; and, (iii) to provide a clear, graphical cost-effectiveness analysis of flood mitigation, exemplified for a hypothetical scheme partially based on actual plans. We revisit the FEV concept and present it as a three-panel graph using thresholds and errors. By re-expressing FEV as a 2 m -deep square lake of equivalent capacity, one can visualise its dimensions in comparison with the river valley considered. Cost-effectiveness of flood-mitigation measures is expressed within the FEV square-lake; different scenarios of our hypothetical flood-mitigation scheme are then presented and assessed graphically, with each scenario involving a combination, near and further upstream of Leeds, of higher (than existing) flood-defence walls, enhanced flood-plain storage sites, giving-room-to-the-river bed-widening and natural flood management. Our cost-effectiveness analysis is intended as a protocol to compare and choose between flood-mitigation scenarios in a quantifiable and visual manner, thereby offering better prospects of being understood by a wide audience, including citizens and city-council planners. Using techniques of data analysis combined with general river hydraulics, common-sense and upper-bound estimation, we offer an accessible check of flood-mitigation plans.

Land use changes, landscape modifications and changing climate have resulted in local to regional flood risk increases in recent decades. As an alternative to traditional engineering approaches, there has been a movement towards catchment‐based flood risk management, a subset of which is natural flood management (NFM). NFM aims to enhance flood resilience through the slowing and storing of runoff and flow, based on the restoration and augmentation of hydrological and morphological catchment features. However, despite research highlighting their potential benefits, there is a limited quantity of robust and science‐based empirical evidence on how these structures function in the landscape and their efficacy in reducing flood hazards. To address this knowledge gap and contribute to the growing NFM evidence base, this study evaluates the efficacy of offline water storage ponds for flow attenuation. Two contrasting pond sites in the Tone and Parrett catchment headwaters (SW‐England) were monitored from April 2018 to December 2020 for channel flow, pond volume, and rainfall. Field‐scale, high resolution (1.61 cm spatial support) digital elevation models from Structure‐from‐Motion and manual surveys were collected to quantify pond dynamics and connectivity. A comprehensive, storm definition methodology was developed for event separation, to enable quantification of the impact of pond behaviour on stream flow, across storm hydrographs. Results show that where offline ponds function as designed, with direct pond filling from the channel, peak flow attenuation can reach 7% (maximum event AEP of 83%). Smaller events, where pond filling occurs directly from rainfall or runoff display only a maximum of 3% peak flow reduction (event AEP from 83% –>99%). The ability of ponds to attenuate flow is heavily reliant on sufficient structural conditions for ponds to fill directly from the channel and to drain slowly following event peaks. This study provides an empirical database for future NFM applications, including key criteria for future design and for use as observational data in modelling applications, by upscaling the efficacy of ponds to reduce flood impacts at larger scales.
