There is a lack of technology innovation studies in the maritime sector focusing on developing countries. Generally, these countries present various limitations due to their own social, economic, and political contexts. Moreover, the lack of leadership support, stakeholder involvement, training, resources, and financial and academic support affects successful implementation of technological innovation. The objective of this paper is to emphasize the implementation of Information and Communication Technology (ICT) in the maritime sector and port companies of developing countries by investigating the impact of an ICT solution on port operations from berth to gate through yard operations. Our case study consists of the implementation of a Terminal Operating System (TOS) in the Port of Radès, the main port in Tunisia. An examination of the port operations before and after the implementation of the TOS is carried out. Then, the effects of TOS implementation on terminal operations are studied through a survey based on Key Performance Indicators (KPI) and submitted to managers of three port stakeholders. Key findings indicate that TOS allows an increase in the level of productivity from the quay crane to the gate, allowing decisions to be made based on real-time data and ensuring that the terminal is operating at its full potential. More specifically, berthing and delivery service times are improved thanks to the Electronic Data Interchange (EDI) and the streamlining of the gate and yard activities system. The results also indicate that reputation is progressively improving due to the ability to locate and monitor hazardous goods flowing through the port, and the ability to dispatch engine movement inside the port using the new terminal layout. However, in contrast with the port authority, the results highlight a lack of adaptability on the part of the stevedoring company, which requires time to progressively adapt to the new rules and constraints.

The sudden explosive growth of data in intelligent devices and existing communication networks has brought great challenges to existing communication networks. On the one hand, D2D (device to device) technology greatly improves the utilization of spectrum resources; on the other hand, it improves the communication quality of users. It has become an important part of the future communication network. Aiming at the problem that the existing D2D communication network system has complex user interference, and the communication quality of cellular users is difficult to guarantee, a D2D communication network interference coordination scheme based on improved Stackelberg is proposed. Using resource allocation and power control to solve the interference coordination problem, this paper proposes an improved Stackelberg model based on DQN (deep Q network), establishes the master–slave game between cellular users and multiplexing resource users (D2D users; relay communication users), optimizes the cost parameters in the Stackelberg mode and improves the transmission power and resource allocation scheme of multiplexing resource users. The simulation results show that compared with similar algorithms, the algorithm proposed in this paper has the best performance in guaranteeing the QoS of cellular users in the system and has good interference management capability for D2D communication networks.

Cinemas and digital platforms offer an extensive array of content requiring tailored filtering to cater to individual preferences. While recommender systems prove invaluable for this purpose, conventional movie recommendations tend to emphasize specific attributes, leading to a reduction in overall accuracy and reliability. Notably, the extraction process of facial temporal attributes exhibits a suboptimal level of accuracy, thereby influencing the classification of attributes and the overall accuracy of the recommendation system. This article introduces a hybrid recommender system that seamlessly integrates collaborative filtering and content-based methodologies. The system takes into account crucial factors such as age, gender, emotion, and genre attributes. Films undergo an initial categorization based on genre, with a subsequent selection of the most representative genres to ascertain group preferences. Ratings for these selected movies are then predicted and organized in descending order. Employing Convolutional Neural Network (CNN) and Long Short-Term Memory (LSTM) models, the system achieves real-time extraction of facial attributes, particularly enhancing the accuracy of emotion attribute extraction through sequential processing. The CNN model demonstrates a commendable 55.3% accuracy score, the LSTM model excels with a 59.1% score, while the combined CNN and LSTM models showcase an impressive 60.2% accuracy.The performance of the recommendation system is rigorously evaluated using standard metrics, including precision, recall, and F1-measure. Results underscore the superior performance of the proposed system across various testing scenarios compared to the established benchmark. Nevertheless, it is noteworthy that the precision of the benchmark marginally surpasses the proposed system in the age groups of 8-14 and 15-24.
