Abstract: Municipal utilities are challenged to develop cost-effective wet-weather compliance plans funded mostly by ratepayers. As an alternative to traditional plans, Sanitation District No. 1 of Northern Kentucky chose a staged approach for reducing overflows at their largest CSO.
