Beyond Institutional Collective Action: Why and When Do Metropolitan Governments Collaborate?

Abstract: The essay explores why and when metropolitan governments collaborate beyond the assumptions of the Institutional Collective Action (ICA) framework. It claims that metropolitan governments not only create collaborative arrangements after comparing their costs and benefits, or when spontaneously their agendas get aligned. This article argues that the success of metropolitan interlocal collaboration also rests on the proclivity to collaboration of independent local governments’ institutional structures, which, in… Show more

“…The regional nature of urban systems throughout the U.S. means that self-organized collaboration between fragmented local governments is a necessary but delicate approach to solving regional sustainability problems (Carr, Hawkins and Westberg 2017). In this context, interlocal collaboration refers to the development of coordinated efforts by independent general-purpose jurisdictions to achieve a common goal (Costillo 2019; Youm and Feiock 2019; Chen and Thurmaier 2009; ICMA 2015). Because regional urban systems are geographically connected, there are transboundary flows through networks of people and trade (Ramaswami et al 2018).…”

“…A significant section of the literature that examines interlocal collaboration used the institutional collective action (ICA) framework to assess the nature and mechanisms of these agreements (Feiock 2009; 2013; Andrew 2009; Hawkins 2010; Terman, Feiock and Youm 2020; Carr and Hawkins 2013). This framework was developed to explain how interlocal collaboration agreements are reached and why actors choose certain collaboration mechanisms to address collective action dilemmas (Costillo 2019; Feiock 2013). The ICA framework assumes that the nature of the collective action issue, the affected actors, and the institutions in place will dictate the choices of actors involved and the mechanism used for collaboration.…”

“…As Provan & Kenis ( 2008 ) argue, there are different forms of network management (by shared governance, lead organization, or network administrative organization). Although networks governed by central organizations predominate in Mexico, there are also successful cases of horizontal and less concentrated networks, for example, to provide or regulate local public services (Castillo, 2019 , 2022 ; Ramírez, 2012 ; Ramírez & Castillo, 2017 ).…”

“…State government transportation policy can shape and constrain collaborative behaviors [3,30,45,46]. Additionally, state associations of MPOs might facilitate collaborations [6,47,48]. "Regional models of cooperation," as the U.S. Department of Transportation addresses it, allows an MPO to develop multi-jurisdictional transportation plans and agreements to improve regional transportation and air pollution beyond the agency boundaries, reducing interruptions to essential coordination of solutions [33].…”
