“…Following the Mensalão scandal of 2005, an arrangement by which aides to the President used illegal side payments to win congressional votes, corruption returned as a dominant public concern. This scandal would have lasting repercussions, as it shattered the reputation of the PT as the ‘honest’ party in Brazilian politics, with former president Cardoso calling it the most extensive crisis in the history of the republic (Flynn, : 1255): Lula narrowly escaped impeachment but his Chief of Staff Jose Dirceu, co‐founder of the PT, had to resign and was banned from public office for eight years (and later imprisoned). Relations between business, state, and civil society in Latin America are conventionally discussed in antagonistic or hierarchical terms. This article challenges this position, developing a qualitative case study tracing the activities of an informal network of Brazilian businesspersons that, over the last three decades, promoted an agenda of sustainability, transparency, and civil society participation. Drawing from concepts in social movement theory, it is argued that a dynamic movement-like behaviour combining civil activism, organisational entrepreneurship, and fluid political alignment, allowed the group to establish lasting collaborative alliances with core actors in Brazilian democratic politics, and access relevant elite and policy-making circles.

O objetivo deste trabalho é mostrar que o Partido dos Trabalhadores (PT) continua mantendo vínculos sólidos com a sociedade civil organizada e a atrair filiados, apesar das transformações pelas quais passou a partir da segunda metade da década de 1990, especialmente sob aspecto ideológico-programático. A partir da análise de dados sobre os filiados e a organização partidária, bem como de surveys realizados com os delegados petistas reunidos em encontros nacionais entre 1997 e 2007, mostramos que o PT continua permeável à participação de atores da sociedade civil organizada assim como teve um crescimento significativo no número de membros durante os anos do governo Lula.
The main aim of this paper is to show that the Workers' Party (PT) continues to be strongly attached to civil society organizations and capable of attracting members after a series of programmatic and ideological changes in the last 15 years. Through the evaluation of membership and organizational data and also the analysis of surveys conducted among PT's delegates between 1997 and 2007, we show that the party still has strong connections to civil society organizations and increased significantly its number of members during Lula's government

Can Civil Society Organizations Solve the Crisis of Partisan Representation in Latin America?

This article takes up the question of whether civil society organizations (CSOs) can and do act as mechanisms of representation in times of party crisis. It looks at recent representation practices in Argentina, Bolivia, and Brazil, three countries where political parties have experienced sharp crises after several decades of mixed reviews for their party systems. At such moments, any replacement of parties by CSOs should be especially apparent. This study concludes that the degree of crisis determines the extent that CSOs' representative functions replace partisan representation, at least in the short term. Where systems show signs of re-equilibration, CSOs offer alternative mechanisms through which citizens can influence political outcomes without seeking to replace parties. Where crisis is profound, CSOs claim some of the basic party functions but do not necessarily solve the problems of partisan representation.
