Building smart cities, the just way. A critical review of “smart” and “just” initiatives in Bristol, UK

Abstract: This article investigates the application of the "smart cities" and "urban 9 climate justice" concepts to two urban initiatives based in Bristol, UK. Both ideas are 10 increasingly popular in academic literature. Yet, little is known about their 11 understanding by the practitioners such as policymakers, third sector organisations 12 and citizens. Two case studies, a community-based energy efficiency initiative, and a 13 local authority electric vehicle policy were critically reviewed using discourse analysis.… Show more

“…As the discourse on the smart city definition continues, in practice the concept evolves to become more holistic and to reach a generic understanding. This evolution has involved the conceptualization of smart city as an urban development policy [8,80,81] that can be dynamically adjusted and implemented in the existing urban systems. Similarly, the deployment of smart solutions creates new prospects for urban management and turns research interest to the direction of smart city governance [82].…”

“…The popular notion of resilience conveys so many different interpretations, that the actual meaning of the term is still unclear [5]. Likewise, while the smart city has become a trend in the field of urban development [6][7][8], the understanding of the term remains obscure [4,9]. At the same time, the necessity to integrate the two concepts at the operational level towards a transition from conventional, vulnerable, and mismanaged urban built environments to smart, sustainable, and resilient ones has just recently started to emerge [4,10].…”

“…The concepts of smart cities [ 1 ], smart buildings [ 2 ], and smart homes [ 3 ] are being increasingly researched. These studies are mainly focused on environmental, energy, and safety issues [ 4 , 5 , 6 , 7 ]. Safety is an important research direction for realising smart living spaces with real-time monitoring, real-time interaction, and automation [ 6 ].…”

“…The centralization of the building data makes it possible to monitor and control the operating states of high energy consumption systems such as thermal machines on loaded computers, to determine the conditions of thermal comfort and quality of indoor air. The intelligent building integrates automated homes within a network structure (Michalec et al, 2019); (Jimenez-Castillo et al, 2019).…”
