Cadastral Audit and Assessments Using Unmanned Aerial Systems

Abstract: Ground surveys and remote sensing are integral to establishing fair and equitable property valuations necessary for real property taxation. The International Association of Assessing Officers (IAAO) has embraced aerial and street-view imaging as part of its standards related to property tax assessments and audits. New technologies, including unmanned aerial systems (UAS) paired with imaging sensors, will become more common as local governments work to ensure their cadastre and tax rolls are both accurate and c… Show more

“…World literature features an increase in the popularity of photogrammetric documentation in the context of building and improving the 3D cadastre (Aringer and Roschlaub, 2014;Jazayeri et al, 2014). Nevertheless, using photogrammetric surveys in the works involving capturing data on boundaries is still a current topic (Cunningham et al, 2011). Some research studies were conducted, which aimed to verify the applicability and accuracy of the photogrammetric documentation for recording spatial information on the course of boundaries (Siriba, 2009).…”

“…These terrestrial methods have a geometrical precision of 6 centimetres or less [HTW, 1994]. Therefore, accurate geometrically corrected ortho-mosaics need to be created from the high-resolution aerial images [Cunningham, 2011]. An ortho-mosaic gives an equal and uniform view of the local terrain situation with a uniform scale and minimal geometric distortions, so that true coordinates and distances can be measured [Flury, 2011].…”

“…On the outside, Cunningham et al (2011) presents the various sensors and payloads for mapping, and share his experience and optical systems for creating some of the first cadastral surveys in rural Alaska. Lambers et al (2007) describes the combined use of a mini helicopter and a terrestrial laser scanner, both equipped with a camera, allowed a fast yet accurate recording of the site and its stone architecture.…”
