Calling Out the Troops: Interest Groups, Press Releases, and Policy Promotion Through Speech

Abstract: Policy makers and issue advocates have a keen interest in controlling what the public knows about the issues they champion. On controversial matters, each side wants its base to be informed and active. To acquiesce and leave the task to others is to lose.
