PurposeThe paper's primary purpose is to define and characterize the innovative concept in public management theory, New Public Governance (NPG), from its theoretical framework and the view of public management institutions. The second objective is to create a logical framework to explain this notion. The broader role of this paper is to expand the understanding of this contemporary public management trend.Design/methodology/approachThe methodological approach of the authors' research is based on a deep understanding of theoretical sources, particularly the scientific precursors in the literature surrounding the NPG theory. The authors used the following methods to achieve the paper's goals: critical thematic literature review and synthetic comparative analysis.FindingsIn regards to scientific analysis, the goals of NPG were achieved, considering that its concept and main characteristics were displayed in definitional terms as a trend in public management, emphasizing institutional cooperation and co-production, having strengths in social inclusion and weaknesses in the lack of participatory experience of the actors. Additionally, the authors created the original 6-CO coherent conceptual framework describing the flows in the NPG operation based on theoretical foundations. The analysis of theoretical sources not only allowed the collection of common and disconnected features of the reasoning behind the definition and depth of the NPG but also insufficient development of the theory in existing sources.Originality/valueThe paper demonstrates critical new scholarship surrounding the NPG theory because it (1) applies one of the latest trends in public management, (2) juxtaposes various academics' understanding of the concept and, most importantly, (3) advances the theory of NPG with the original 6-CO coherent conceptual framework as a practical implication of the theory originator.

In this research, we examine the interplay between 'actors ' and 'agents' in Distributed Ledger Technology (DLT) systems. We identify regulatory interactions between off-chain agents setting the rules, as well as onchain code as actors regulating the behavior of DLT users. We theorize about the relationship between agents and actors that mutually regulate each other in certain ways through the DLT system and identify the significant dimensions related to the trifecta in which the soft system agent sphere regulation of DLT is likely to interact with the hard system actor sphere regulation by DLT. By proposing the trifecta between DLT design, DLT protocol, and DLT use, we explain the relationship between these three and the role of DLT protocol as a mediator between DLT design and DLT use. Our research sheds light on the dynamics within DLT systems and the regulating forces at play from a systems' thinking perspective.

Purpose The purpose of this paper is to present a concept of the protocol for public registries based on blockchain. New database protocol aims to use the benefits of blockchain technologies and ensure their interoperability. Design/methodology/approach This paper is framed with design science research (DSR). The primary method is exaptation, i.e. adoption of solutions from other fields. The research is looking into existing technologies which are applied here as elements of the protocol: Name-Value Storage (NVS), Berkley DB, RAID protocol, among others. The choice of NVS as a reference technology for creating a database over blockchain is based on the analysis and comparison with two other similar technologies Bigchain and Amazon QLDB. Findings The proposed mechanism allows creating a standard database over a bundle of distributed ledgers. It ensures a blockchain agnostic approach and uses the benefits of various blockchain technologies in one ecosystem. In this scheme, blockchains play the role of journal storages (immutable log), whereas the overlaid database is the indexed storage. The distinctive feature of such a system is that in blockchain, users can perform peer-to-peer transactions directly in the ledger using blockchain native mechanism of user access management with public-key cryptography (blockchain does not require to administrate its database). Originality/value This paper presents a new method of creating a public peer-to-peer database across a bundle of distributed ledgers.
