Can Somalis make peace without justice?

Abstract: This paper examines the grounds for establishing a justice tribunal, international or otherwise, for war crimes and crimes against humanity in Somalia. It is argued that even a tribunal with a limited mandate, despite expected protestations from those liable to such crimes, would further peace and contribute towards healing wounds and bringing a closure to a painful era.
