Poor cost performance of construction projects in various developing countries were exposed in the listed studies (Okpala & Aniekwu, 1998;Elinwa & Buba, 1993;Mansfield, et al, 1994;Assaf et al, 1995;Kim & Bajaj 2000), among many others.
