CBR respond and preparedness system development for environmental emergency

Abstract: Effective response and preparedness plans are important for successfully coping with environmental emergencies. 'Quickness' and 'accuracy' are the most important requirements of environmental emergency response and preparedness planning. We propose the use of case-based reasoning (CBR) technology to develop response and preparedness plans using these principles. Taking into account the characteristics of a real environmental emergency, the development is presented using the example of a CBR -Oil Spill Response… Show more

“…However, CBR response and preparedness systems are scarce for nuclear accidents or adjacent domains. Examples of these are crisis response systems for hazardous material incidents (Gervasio et al, 1998) or environmental emergencies (Guo et al, 2009;Liao et al, 2012Liao et al, , 2011Yang and Kou, 2010). A pure application for nuclear emergency management has not been found so far.…”

“…The methods that have been used to deal with emergency decision-making include group decision-making (GDM), 7 D-S evidence theory, 8 multi-objective decision, 9 model based on decision-tree, 10 Prospect theory, 11 evolutionary game, 12 the fault tree analysis (FTA) based method, 13 , 14 and case-based reasoning (CBR), 15 etc. CBR has the widest application and significant advantages among the numerous emergency decision-making methods.…”

“…It provides a stable structure to modelling disaster scenario. For example, environmental emergency case frame can be divided into three subframes, including attributes, solutions, and effect evaluation (Liao, Mao, Hannam, & Zhao, 2012; Liao, Mao, Liu, Xu, & Hannam, 2011). Urban fire case can be framed by the basic fire information, operational command status, and experience summary (Shao, Weng, Zheng, & Yuan, 2009).…”
