Changes in volume of drinking after changes in alcohol taxes and travellers' allowances: results from a panel study

Abstract: The results did not confirm expectations: an increase in consumption larger than that in the control site could not be shown in any of the countries or subgroups of the population. If there has been an effect -- as shown in aggregate data in Finland -- it seems to have been stronger among the old than the young and, in Finland and southern Sweden, among women rather than men.

“…Policy changes in Denmark, Finland, and Sweden over a seven-month period in 2003-2004 offered a natural opportunity to test the effects of changes in alcohol price and availability in these countries (Table 1) (Mäkelä, Bloomfield, Gustafsson, Huhtanen, & Room, 2008). There were substantial changes in travellers' allowances for bringing alcohol home from other European Union countries without further tax.…”

“…Travellers' alcohol imports from abroad are difficult to assess, and our results on the effects of imported alcohol are vague. Some studies on travellers' imports and undocumented alcohol consumption have been conducted, but more reliable information is still needed [3,28].…”

“…However, the same effects were not observed in Denmark and southern Sweden, despite the adoption of similar measures (i.e. abolition of stringent quotas and reduction of high tax rates on alcohol) in the same time period (Mäkelä et al 2008). Alcohol and tobacco are considerably more expensive in Norway than in Sweden, due to a higher taxation in Norway.…”
