Characterizing Risk Communication and Awareness for Sustainable Society: The Case of Foreign Residents in the Tokyo Metropolitan Area of Japan

Abstract: Many disasters occur in Japan, and therefore many initiatives to educate and integrate foreign residents into its society to overcome systematic barriers and enhance disaster preparedness have been implemented. Nevertheless, studies have highlighted foreign residents as a vulnerable group who are at risk of disasters in the country. “…Although Chinese nationals seem to be the dominant among this composition, other nationalities such as Vietnamese and Filipinos have gradually appreciated in numbers in recent years. The increasing number and the changing composition have already been researched to create challenges to risk information dissemination and accessibilities (Adu-Gyamfi and Shaw, 2021a). Furthermore, their agglomeration in certain communities in the metropolis is also a potential element to exposing their risk levels in event of an earthquake (Adu-Gyamfi and Shaw, 2021b).…”

“…This overall process places the final decision on disaster preparedness measures within the hands of the individual such that, the ability to reduce or prevent the impact of a disaster depends on the level of responsibility or compliance with recommended countermeasure actions [ 5 , 6 ]. Although empirical evidence suggests that Japanese people are generally prepared for disasters [ 7 ], foreign residents in the country are assumed to be the opposite [ 8 ]. Reasons attributed to the latter include cultural differences, lack of participation in local disaster measures, risk information and communication challenges, countries of origin, and others that inhibit them from knowing what actions to take toward disaster preparedness [ 9 , 10 , 11 ].…”
