A quickly developing literature has shown that the Affordable Care Act's (ACA) Medicaid expansions have improved health insurance coverage, health, and financial well‐being among low‐income adults without dependent children. This population includes noncustodial parents. With substantial overlap in the population that is typically obligated to pay child support and the population that has strongly benefited from the expansions, there may be potential implications for child support enforcement. In this paper, I examine the effect of public health insurance eligibility to low‐income adults on child support outcomes. I find that the ACA Medicaid expansions increased child support distributed to custodial families as arrears by 8.5 percent. Evidence also suggests current support distributions increased by about 2 percent. There were no significant effects on paying toward a child support order. Among unmarried mothers, the likelihood of child support receipt increased by 8 percent. These results imply that access to public health insurance can increase the ability of noncustodial parents to pay child support.

The stigmatization of single mothers who receive child support proliferates in news media, policy, and popular culture. Drawing on critical stigma literature, we examined data from interviews conducted with child support recipients in Australia and the United Kingdom. Our analysis examined how women receiving child support experienced stigma, how stigma was applied to other women in similar situations, and the political implications of these framings. Our interview data suggested child support stigma can be grouped into three categories, where women were seen to contravene maternal norms, patriarchal norms, and/or familial norms. These norms sanctioned mothers’ use of, amount of, and reliance on child support, viewing it fundamentally as men’s money that women take, rather than the contribution of a nonresident parent to their children’s upbringing. The source of stigma may have been ex-partners, child support bureaucratic systems, or recipients themselves, but the social and political functions of child support stigma remained the same: it discouraged solidarity between recipients and encouraged policy reform that further disadvantaged them.

Artikkelissa tutkimme köyhyys- ja hyvinvointitutkimuksen viitekehyksessä lapsen elatusta, kun lapsen vanhemmat asuvat erillään. Tarkastelemme, muodostuuko lapsen saama elatus toisen vanhemman maksamasta elatusavusta vai yhteiskunnan takaamasta elatustuesta, ja onko eri tuloluokkien välillä eroja elatuksen muodoissa. Tutkimme myös, mikä vaikutus lapsen elatuksella on vanhempien toimeentuloon ja köyhyyteen. Aineistona käytimme Suomen tulonjakotilaston palveluaineistoa vuodelta 2013. Tulosten mukaan suurempituloiset yksinhuoltajaäidit saivat useammin elatusapua lapsen isältä ja pienituloiset yksinhuoltajaäidit elatustukea. Pienituloisilla isillä elatusapu muodosti suuremman osuuden tuloista kuin suurempituloisissa kotitalouksissa. Köyhyystarkastelu osoitti, että elatusapu vähentää köyhyyttä yksinhuoltajaäitien kotitalouksissa elatustukea enemmän. Elatusavun maksaminen taas lisäsi köyhyyttä etenkin yksinasuvien isien kotitalouksissa. Elatusjärjestelmän toimivuuttatulisikin jatkossa arvioida erityisesti pienituloisten vanhempien näkökulmasta.
