The aim of this paper is to provide an overview on how artificial intelligence is shaping the digital era, in policy making and governmental terms. In doing so, it discloses new opportunities and discusses its implications to be considered by policy-makers. The research uses a systematic literature review, which includes more than one technique of data analysis in order to generate comprehensiveness and rich knowledge, we use: a bibliometric analysis and a content analysis. While artificial intelligence is identified as an extension of digital transformation, the results suggest the need to deepen scientific research in the fields of public administration, governmental law and business economics, areas where digital transformation still stands out from artificial intelligence. Although bringing together public and private sectors, to collaborate in the public service delivery, presents major advantages to policy makers, evidence has also shown the existence of negative effects of such collaboration. Numerous public-private partnership (PPP) infrastructure projects have been operating in China after nearly 30 years of development. Surprisingly, few lessons and experiences have been drawn from these existing cases, thereby creating an urgent demand for a comprehensive evaluation of their performance. Thus, this paper presents a timely contribution to the assessment of a representative PPP project in China’s water sector, the Chengdu No. 6 Water Plant B Project, from a lifecycle perspective. Through a triangulation method, the project is generally deemed a success providing instructive lessons on the future evolutionary development of PPPs in China despite several imperfections caused by particular historical factors. Moreover, this paper advances the performance measurement of PPPs offering empirical insights to promote the efficacy of conceptual performance measurement frameworks. The outcomes of this research are especially valuable to the current Chinese PPP community where huge opportunities and challenges simultaneously exist.

Examining Association Between Construction Inspection Grades and Critical Defects Using Data Mining and Fuzzy Logic

This paper explores the relations between defect types and quality inspection grades of public construction projects in Taiwan. Altogether, 499 defect types (classified from 17,648 defects) were found after analyzing 990 construction projects from the Public Construction Management Information System of the public construction commission which is a government unit that administers all the public construction. The core of this research includes the following steps. (1) Data mining (DM) was used to derive 57 association rules which altogether contain 30 of the 499 defect types. (2) K-means clustering was used to regroup the 990 projects of two attributes (defect frequency and original grading score of each project) into four new quality classes, so the 990 projects can be more evenly distributed in the four new classes and the correctness and reliability of the following analyses can be ensured. (3) Finally analysis of variance (ANOVA), fuzzy logic, and correlation analysis were used to verify that the aforementioned 30 defect types are the important ones determining inspection grades. Results of this research can help stakeholders of construction projects paying more attention on the root causes of the critical defect types so to dramatically raise their management effectiveness.
