Climate Change Risk and Vulnerabilities Analysis in Trieste SECAP

Abstract: Climate change is affecting more and more local communities, which are now facing different hazards; in answer to this threat, specific actions at the local level should be taken. The Covenant of Mayors (CoM) is an initiative that tries to involve municipalities and communities in developing SECAPs, i.e., plans for sustainable energy and climate with the aim to develop adaptation and mitigation measures. In order to identify and evaluate hazards, the CoM developed a template relative to the current risk level … Show more

“…Consequently, acknowledging climate evolution becomes imperative for devising effective mitigation and adaptation policies concerning the energy performance of buildings [2]. Furthermore, the effects should be seriously taken into account by authorities, when developing risk assessment studies [3] considering with particular attention the effects on people's health. The rising temperatures, coupled with the increased frequency and intensity of heatwaves over the past three decades [4], have rendered high temperatures particularly hazardous.…”

“…In order to reduce their energyrelated Greenhouse Gas (GHG) emissions, a voluntary agreement was made under which local authorities were committed to reducing CO2 emissions by at least 20% within 2020 [15], then they focused on the active role of local authorities and increased its targets in 2016, through the SECAPs in terms of GHG from 20% to 40% by 2030 [16]. Furthermore, an ambitious target has been set to achieve climate neutrality by 2050 [17]. Based on the action plans listed on the CoM website, one of the most common strategies applied recently by several cities is to create tools that include different layers of society (adults, researchers, students, stakeholders) in order to raise awareness of the current situation as well as provide a platform to share their opinions on how to tackle climate change.…”
