The OSPAR Eutrophication Strategy requires assessment of eutrophication to be based on the ecological consequences of nutrient enrichment and not just on nutrient enrichment alone, i.e. finding reliable evidence for accelerated growth of algae and higher forms of plant life caused by anthropogenic nutrient enrichment, leading to undesirable disturbance. Fully flushed marine waters of England and Wales (salinity >30) were assessed against OSPAR's harmonised criteria of nutrient concentration and ratios, chlorophyll concentrations, phytoplankton indicator species, macrophytes, dissolved oxygen (DO) levels, incidence of fish kills and changes in the zoobenthos, using region specific thresholds. None of the thirteen assessment areas, including six nutrient enriched areas, exhibited evidence for undesirable disturbance. This paper details the methods and the overall outcome of the assessment. It presents evidence that undesirable disturbance caused by nutrient enrichment was not detected in English and Welsh marine waters assessed under the OSPAR procedure. The main reasons for the lack of eutrophication problems, such as the underwater light climate limiting the accelerated growth of algae, which might otherwise result from nutrient enrichment, are discussed

Many types of anthropogenic stress to estuaries lead to destruction and conversion of habitats, thus altering habitat landscapes and changing the "arena" in which the life history interactions of native fauna take place. This can lead to decreased populations of valued fauna and other negative consequences. The Tampa Bay Estuary Program (TBEP) pioneered a system-wide management framework that develops estuarine habitat restoration and protection goals based on supporting estuarine-dependent species and the habitat landscapes they require (for example, the extent of seagrass beds, mangrove forests, oyster reefs, or oligohaline marshes) within an estuary. We describe this framework and provide related statistics as methods to help managers set system-wide ecological goals using larger conceptual approaches that are easily communicated to stakeholders and the public; we also discuss applications of the approach to existing and evolving paradigms of estuarine management. The TBEP and partners used this framework to combine a simple and unifying vision with a diverse and complex set of management tools, resulting in greatly improved environmental conditions within Tampa Bay.

Eutrophication is one of the key local stressors for coastal marine ecosystems, particularly in those locations with many estuaries, intense coastal development or agriculture, and a lack of coastal forests or mangroves. The landderived import of not only inorganic nutrients, such as nitrate and phosphate, but also particulate and dissolved organic matter (POM and DOM) affects the physiology and growth of marine organisms with ensuing effects on pelagic and benthic community structures, as well as cascading effects on ecosystem functioning. Indicators for marine eutrophication are therefore not only key water quality parameters (inorganic and organic nutrient concentrations, oxygen and chlorophyll availability, and biological oxygen demand), but also benthic status and process parameters, such as relative cover and growth rates of indicator algae, invertebrate recruitment, sedimentary oxygen demand, and interactions between indicator organisms. The primary future challenge lies in understanding the interaction between marine eutrophication and the two main marine consequences of climate change, ocean warming, and acidification. Management action should focus on increasing the efficiency of nutrient usage in industry and agriculture, while at the same time minimizing the input of nutrients into marine ecosystems in order to mitigate the negative effects of eutrophication on the marine realm.
