Effective measurement and monitoring of the quality of services from the private sector, in the terms of performance in water environment treatment public-private partnership projects (WETPs-PPP), is one of the keys to the success of these projects. Based on the deficiencies of performance monitoring and evaluation theory and the specific characteristics of WETPs-PPP, this study developed a performance monitoring and evaluation model for WETPs-PPP. First, through a literature analysis, a performance monitoring and evaluation index system of WETPs-PPP was constructed from eight dimensions including river embankment, bridges, river water, environment, garden facilities, garden plants, special purpose vehicle, hydraulic structure, and public satisfaction. Second, by combining the adaptive weighted fusion algorithm and Intuitionistic Fuzzy (IF) average operators, multi-source, multi-dimensional, and multi-spatio-temporal data were aggregated. Third, to improve the robustness of the performance monitoring results, the MULTIMOORA evaluation method with a defuzzification procedure under the IF environment was developed to conduct performance monitoring and evaluation for WETPs-PPP. Finally, a water environment treatment and ecological restoration project was used as an example to illustrate the feasibility and effectiveness of the proposed theoretical model.

Under a sudden public security event, as agricultural cold chain logistics has the characteristics of many participating subjects and wide spatial and temporal distribution, it is extremely vulnerable to shocks. Even minor disruptions in logistics can result in a significant impact on the daily lives of residents. Therefore, improving the resilience of agricultural cold-chain logistics is crucial for sustainable development. This paper studies the sustainable development path of agricultural cold chain logistics from a resilience perspective. Through rooting theory, the process of resilience in agricultural cold chain logistics under sudden public safety events is explored. Based on the knowledge meta-model, three elements of resilience events, resilient subjects, and resilience measures are used to contextualize the resilience process, and finally, using Bayesian networks and fuzzy set theory, a contextual derivation model of the resilience process of agricultural cold chain logistics under sudden public safety events is created. The results show that the resilience process of sustainable development consists of a resistance period, an adaptation period, a readjustment period, and an innovation period, during which the government and enterprises jointly take measures to effectively resist the impact of public emergencies, and further enhance the resilience through innovative development to ensure the sustainable development of agricultural cold chain logistics.

With the rapid development of society, the living environment is getting worse and worse, and water pollution is one of the main reasons. With the rapid development of society, water pollution has become more and more serious due to population growth or other reasons, which has caused great inconvenience to human life. Facts have proved that water plays an extremely important role in life. To formulate effective prevention and control measures, it is necessary to fully understand the water environment control situation and conduct effective analysis. Based on this, this paper first investigated the risks existing in the prevention and control of water pollution, and focused on the analysis of water pollution caused by industrial development. It was found that the relevant laws and regulations were not sound, and the low level of water pollution prevention technology was discussed. From the perspective of water pollution impact assessment and prevention risk countermeasures, this paper discussed the current situation of water pollution control and prevention risk, and put forward water pollution prevention risk countermeasures and measures. The specific prevention and control measures of water pollution were discussed. The entropy weight fuzzy comprehensive model algorithm was proposed to strengthen the water pollution risk assessment. Through comparison, it could be seen that the technical level after water pollution prevention and control increased by 17.6% compared with that before prevention and control. The degree of legal integrity increased by 14.1% compared with that before the prevention and control, and the degree of industrial pollution decreased by 13.4% compared with that before the prevention and control.
