Collaborative Innovation in the Public Sector a Case of the Brazilian Federal Government

Abstract: Abstract. The purpose of this study is to verify the statistical validity of a collaborative public sector innovation model in the Brazilian Federal Government context. This model essentially addresses aspects of co-creation, public sector innovation, and innovation ecosystem. Structural Equation Modeling results show a good model fit. It is concluded that the creative collaborative processes (co-creation) may generate new public values and foster public sector innovation. This stimulates the development of an… Show more

“…The cooperative connection between stakeholders and governance aims to unite experiences, ideas, technologies, scientific and technical solutions, distinct resources, financial and non-financial, with the objective of better results and resilience to society. Such an arrangement, as several authors conceptualize, can be called an innovation ecosystem that is conceptualized as the necessary infrastructure for stakeholders to promote cultural and sociological interactions, to connect, aggregate, collaborate, co-create innovations and support co-production of value to and with society (Mercan & Goktas, 2011;Nambisan & Nambisan, 2013;Santos et al, 2015;Smorodinskaya et al, 2017;Parahoo & Ayyagari, 2019) The theoretical review on the topics covered, allows in a process logic, interactive and constructive steps, to propose a theoretical-scientific framework, on an experimental basis for future empirical tests. The model outlines the generation of public value through governance and its tripod (Government, Citizens, and other actors), sustained and connected in an innovation ecosystem that promotes co-creation, co-production, and value co-evaluation.…”

“…The driving force for ecosystem interactions is the need to integrate and leverage resources that support co-creation through the unique experiences of service users (Parahoo & Ayyagari, 2019). However, also and equally important, the innovation ecosystem as a hybrid arrangement of actors and networks for innovation, relies on technologies, cultural and sociological interactions between economic and non-economic agents (government, citizens, research institutions, for-profit or non-profit entities, for example) (Mercan & Goktas, 2011;Santos et al, 2015). The innovation ecosystem also refers to the infrastructure necessary for actors to connect, aggregate, collaborate, and co-create innovations that generate value for and with society (Nambisan & Nambisan, 2013;Santos, Kapoor, Tonelli, Weerakkody, Sousa, & Souza, 2015;Smorodinskaya, Russell, Katukov, & Still, 2017;Parahoo & Ayyagari, 2019).…”

“…part of the leaders, absent of conducive atmosphere for leaders to innovate and lack of skills to generate innovation in public sector (Santos and Kapoor, 2015). As a result, the development of an innovation ecosystem by leaders has become a challenge, therefore, making the generation of new public values almost impossible (Meynhardt 2014).…”
