Background: Most ethnic communities in Thailand were settled in remote areas with poor living conditions. Therefore, the “human-centered” concept was adopted to develop community health using the participation process. Objective: This research aimed to develop community health using the participation process at two Pgazkoenyau ethnic (Karen) communities whose environmental contexts were similar, in Tha Song Yang and Mae Ra Mard District, Tak Province. Methods: The multi-stage mixed methods design was applied for data collection. 24 participants were purposely recruited in the qualitative approach due to their responsibility as community health development operators. Qualitative data were collected using semi-structured interviews and analyzed using content analysis. In addition, quantitative data were gained through interview forms and laboratory test reports. Then they were analyzed using descriptive statistics, t-test to compare mean behavioral variables, and z-test to compare the proportion of two communicable diseases and blood chemical residues, with 95% confident interval. Results: The development process consisted of problem finding, data feedback and community stage, capacity building, operation, creative meeting, networking and social capitalizing. They could manage all activities following the community plan: identify helminthiasis and malaria cases, introduce cholinesterase test kits, improve community environmental health, improve healthy behaviors and build capacity for health promotion skills. Evaluated community activities showed increased scores concerning knowledge, attitudes and practices about disease prevention. The prevalence rate of helminths infection decreased significantly. The environmental context was also improved to enable the population’s healthy living conditions. Conclusion: Community development should be based on community resources and all available social and human capital for sustainable development.

Pembangunan kawasan metropolitan di Indonesia bagian timur ditetapkan pada tahun 2003 yang diatur dalam Peraturan Daerah No. 10 Tahun 2003, tentang Rencana Tata Ruang Wilayah Metropolitan Mamminasata. Dua tahun kemudian, pemerintah pusat mengeluarkan kebijakan yang mengatur tentang rencana pembangunan jangka menengah kawasan tersebut. Pada tahun 2011, pemerintah pusat kembali mengeluarkan kebijakan untuk memperkuat pelaksanaan pembangunan kawasan metropolitan mamminasata yang dimuat dalam Peraturan Presiden No. 55 tahun 2011. Pada peraturan tersebut kawasan metropolitan Mamminasata ditetapkan sebagai salah satu kawasan strategis nasional. Tujuan penelitian ini untuk menganalisis kebijakan pembangunan di kawasan metropolitan Di Indonesia timur dan dampaknya terhadap tata kelola perkotaan. Data yang diperoleh dari hasil wawancara dan observasi, dan diperkuat dengan kajian data sekunder diolah melalui metode penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa kebijakan kawasan metropolitan yang dilihat dari pendekatan kelompok, pendekatan kelembagaan, dan pendekatan peran serta warga Negara, belum mampu diimplementasikan dengan baik. Terdapat tumpang tindih kewenangan antara organisasi yang berperan dalam pengelolaan pembangunan kawasan metropolitan menyebabkan terkendalanya beberapa pembangunan. Kurangnya peran serta masyarakat dalam perumusan kebijakan menimbulkan reaksi penolakan dari beberapa kalangan terhadap pelaksanaan pembangunan kawasan metropolitan di Indonesia Timur.

Regional autonomy provides more space for regions to develop their territories so that people's welfare can be realized. This effort can be made through policies sourced from local governments, one of which is development based on local potential. This study aims to determine the politics of local potential based development policies carried out by the The Government of Merangin Regency. This study uses a qualitative research approach with the type of library research by reviewing data related to local potential, development policies and community welfare of Merangin Regency 2016-2018. Merangin Regency has the area of rubber was 132,192 hectares, oil palm covering 53,792 hectares, robusta coffee with an area of 10,860 hectares and coconut with an area of 1,658 hectares as well as being the main foundation of people work in this region (79.63%). Related to this Merangin Regency has a vision and mission that is oriented to the utilization of local potential to improve people's welfare. The establishment of BUMD is one of the strategic efforts to realize the big vision carried out by Merangin Regency.
