Complete Z-intuitionistic Fuzzy MULTIMOORA Method with AHP and its Application to COVID-19

Abstract: For emergencies, the reliability of information can not be guaranteed. At the same time, due to the lack of information and knowledge, neither the criteria itself nor the credibility can be given a precise evaluation by decision-makers(DMs).
