The urgency of the matter considered here is determined by the problem of the reliable and safe operation of Russian electric power stations, a large part of which has already been in service more than 30 years. The diversity of the operating power-generating structures and equipment, the vast number of standards and technical documents regulating operation and maintenance, and the gradually changing situation in the state of the power-generating facilities considerably hamper making an optimal and effective decision concerning functioning of electric power production. The main feature of a contemporary solution of the given problem is the need for an integrated systems approach to matters of operating power-generating facilities on the basis of computer technologies. This in turn dictates the need to create for information-analytical support of the task not individual databanks but their sets examining the problem from different viewpoints. Furthermore, two circumstances affect the urgency of the stated work: a constant change in the state of the facilities and standards and technical documents regulating their operation; the appearance of new effective software for realizing automated information systems, including network variants of their functioning.The main matter in the problem of reliability and safety when constructing and operating a hydroelectric station is that of the current state of the facility, cases of failures, and emergency situations. The information shedding light on this problem includes mainly data of on-site instrumental observations, visual inspections of the structures, and conclusions of expert commissions.However, whereas problems of collecting and processing data of on-site observations on the basis of computer technologies are already sufficiently elaborated [1][2][3][4][5], problems of making decisions on their basis are still poorly investigated. In this work an attempt is made to broaden the possibilities of the authors' earlier developed system of automatic collection and processing of data of on-site observations "Hydron" by creating a set of information support systems. The inclusion in the set of data on emergency situations at hydrostations of the world as well as standards on conducting on-site observations and on problems of the operation and maintenance of hydraulic structures and main equipment permit considerable expansion of the information base of specialists when making decisions in various cases of operating a hydro development.
