Urban Precarity and Aspirational Compromise: Feeling Otherwise in a Mozambican Suburb

The rapidly expanding Mozambican suburb of Inhapossa is very much the product of urban precarity. Indeed, most people only end up there after having exhausted other options. Striking, however, is how residents have, in recent years, discursively and materially constructed the suburb as an idyllic urban place in the making, so much so that Inhapossa has become one of the most coveted neighborhoods in the area. This article proposes an ethnographic reflection on urban precarity that draws on theories “from the South” and extends the notion of suburb to the shifting urban edge in Mozambique. It examines how local land struggles have created new opportunities for people from very different backgrounds, and whose lives became entangled in unexpected life‐enhancing ways, to craft better futures for themselves and their families. Locating the transformative potential of urban precarity in the work of attuning one’s aspirations with one’s circumstances, it shows how the suburb—a space of aspirational compromise—can become a space of aspirational achievement.

Purpose This study describes patterns of community-level stigmatizing attitudes towards mental illness (MI) in central Mozambique. Methods Data for this study come from a representative community household survey of 2933 respondents ≥ 18 years old in Manica and Sofala Provinces, Mozambique. Six MI stigma questions represented primary research outcomes. Bivariate and multivariable analyses examined the relationship between key explanatory factors and each stigma question. Spatial analyses analyzed the smoothed geographic distribution of responses to each question and explored the association between geographic location and MI stigma controlling for individual-level socio-demographic factors. Results Stigmatizing attitudes towards MI are prevalent in central Mozambique. Analyses showed that males, people who live in urban places, divorced and widowed individuals, people aged 18–24, people with lower education, people endorsing no religion, and people in lower wealth quintiles tended to have significantly higher levels of stigmatizing attitudes towards MI. Individuals reporting depressive symptoms scored significantly higher on stigmatizing questions, potentially indicating internalized stigma. Geographic location is significantly associated with people’s response to five of the stigma questions even after adjusting for individual-level factors. Conclusion Stigmatizing attitudes towards MI are common in central Mozambique and concentrated amongst specific sociodemographic groups. However, geographic analyses suggest that structural factors within communities and across regions may bear a greater influence on MI stigma than individual-level factors alone. Further implementation science should consider focusing on identifying the most significant modifiable structural factors associated with MI stigma in LMICs to inform the development, testing, and optimization of multi-level stigma prevention interventions.

The dead archive: governance and institutional memory in independent Mozambique

Translated from the Portuguese expression arquivo morto, the dead archive is a site where files that have lost their procedural validity are stored for a determined number of years before they are destroyed or are sent to permanent archives. In Mozambique, where awareness and institutional capacity for proper archival procedures are still being developed, a common feature of the dead archive is the way in which files are untidily piled up with old typewriters, furniture, spare parts and other material debris of bureaucratic work and administration. In these archives, more than forty years of institutional and public memory lie ignored in leaky, damp basements across the country and in serious danger of irreparable damage. Drawing from various stints of historical and anthropological field research conducted between 2009 and 2016 in Maputo, Niassa and Inhambane provinces, this article examines the dead archive in order to explore the relationship between institutional memory and governance during the long period of austerity in Mozambique. Based on our investigation of the multiple layers of the dead archive, we argue that the Mozambican post-socialist government has sought to control institutional memory as a way to keep the ruling party in power in the context of multiparty politics. While the public sector has experienced conditions of austerity since independence, we show how, during the socialist period (1975–90) of single-party rule, the state's relationship with institutional memory was more progressive, with transparent and communicative archival practices. In contrast, despite the combination of public sector reforms and progressive legislation regarding the right to information, the multiparty democratic period (1990 to the present) has seen an exacerbation of administrative secrecy leading to less transparent and communicative archival practices.
