Considering Non-Open Access Publication Charges in the “Total Cost of Publication”

Abstract: Recent research has tried to calculate the "total cost of publication" in the British academic sector, bringing together the costs of journal subscriptions, the article processing charges (APCs) paid to publish open-access content, and the indirect costs of handling open-access mandates. This study adds an estimate for the other publication charges (predominantly page and colour charges) currently paid by research institutions, a significant element which has been neglected by recent studies. When these charge… Show more

“…However, such observations are very impressionistic and need further testing. In contrast, it is clear that other costs of publication, e.g., color and page charges, might also arguably be included in the total cost of publication: these tend to be distributed around institutions and are therefore often difficult to identify (Gray, ).…”

“…To investigate the cost of scholarly publishing on an even finer scale -and to include all direct publication costs, as argued by e.g. [6], I used astronomy and astrophysics in Denmark as a case. It can be argued that astronomy in several ways is both a traditional field of natural science with roots back to the origin of the scientific method and beyond, but also a first-mover e.g.…”

“…A study, that is in a way a supplementary to that of [2] was presented by Gray [6] to show that the APCs paid to publish Open Access content, and the indirect costs of handling Open Access mandates e-mail: bfd@bib.sdu.dk ORCID: 0000-0003-2594-6778 costs may be unexpectedly high for individual institutions: the study added an estimate for the other publication charges currently paid by research institutions, a significant element which has been neglected by recent studies. When page and color charges are included, the total cost to institutions as of 2013-2014 is around 18.5 percent over and above the cost of journal subscriptions-11 percent from APCs, 5.5 percent from indirect costs, and 2 percent from other publication charges.…”

“…Pinfield, Salter and Bath (2015) researched the cost of APCs, subscriptions and administration costs, to attempt to calculate the "total cost of publication" for UK higher education institutions. Building on the notion, Gray (2015) investigated the cost of additional other publication charges, such as page fees, color fees and submission charges, for their inclusion in the total cost of publication. Jahn and Tullney (2016) studied the national level of OA publishing fees paid by German universities and research organizations, with comparison to Austria and the UK, noting the high proportion of German publications in fully open access journals as opposed to hybrid journals (consistent with Germany's largest research funder's policy) and the higher APCs for hybrid journals.…”
