Abstract:As the circular economy (CE) gains traction in literature and practice, several academic communities are opening up spaces that move away from the CE as a pure engineering concept. This systematic literature review (n = 77) analyses and discusses the fragmented body of knowledge on the meso-level of supply chains (SCs): (a) to find common ground that underpins the current implementation of the CE on this level; and (b) to identify drivers, inhibitors, and enablers from which CE SC configurations emerge. The review finds that there remain differences in CE definitions that result from claimed antecedents and scopes, resulting in distinct research streams. On the meso-level, eco-industrial parks, environmental SCs, and closed-loop SCs each face significant challenges. The latter potentially offers the largest environmental benefits but engenders radical changes for business models and exposes SCs to more risk. We firstly argue for moving away from using a prescriptive set of practices as definitions for the CE towards a set of overarching goals to allow for the inclusion of future practices and techniques. Secondly, we highlight that research going beyond the meso-level to consider the wider social and institutional environment is needed to solve current challenges.

Purpose – The purpose of this paper is to report on a field-level examination of the adoption of sustainable procurement in social housing. It explores the role of regulation and procurement consortia in sustainable procurement. Design/methodology/approach – The study employs a case study of the UK social housing sector and uses an online survey (n=116) of UK Housing Associations. Factor analysis identifies three parsimonious dimensions of sustainable procurement. Attitudinal data are analysed to explore the field-level adoption of sustainable procurement and the role of consortia. Findings – The results delineate sustainable procurement activities into three factors; direction setting, supplier-centric assurance and local socially oriented supply. High yet sup-optimal levels of sustainable procurement activity are revealed. Prevailing attitudes identify positive commitments to sustainable procurement at individual, organisational and sector levels. The value of network collaboration is identified. Tenants as critical stakeholders do not prioritise sustainable procurement creating challenge for inclusivity. Regulators are seen to a have low level of sustainable procurement knowledge and procurement consortia a high perceived knowledge. Research limitations/implications – Results provide insight into the effect of sustainable procurement policy, the role of regulators and network structures and consortia, raising issues around legitimacy, coopetition, stakeholder engagement, performance measurement, and functional/sectoral maturity. Social implications – The identification of the potential exclusion of tenants in sustainability debates is particularly significant to deliver social value. Originality/value – The relative newness of the social housing sector and its quasi-public sector status provides an original contribution to the consortia and sustainable procurement literatures.

Circular economy (CE) is considered as one of the most preferred ways to survive the challenges of dynamic business environment as it facilitates businesses to achieve their sustainability goals by eliminating waste creation. However, there exists limited understanding regarding the enablers to the circular business strategies (CBS) and its desired outcomes at the firm level. Existing literature is diffused and fragmented, hence no comprehensive framework exists. This work presents CBS as a second‐order construct and identifies its firm level enablers and outcomes. Unlike case‐based research, the present work is based on a systematic review of literature to present an overarching and generalized framework of CBS to achieve the CE objectives. With the help of seven major enablers and three significant outcomes to CBS, this study holds some important implications for businesses and academia. By presenting information in a scientific and organized manner, it helps them unlock the potential of various circular factors that can lead to sustainable development.
