In the context of the current era, if China wants to implement the strategic goal of rural revitalization, it must promote the integrated development of urban and rural areas. This paper takes Shaanxi Province as the main research goal, which is at the strategic intersection of the "the Belt and Road", has an important position, can affect the process of regional coordination and urban and rural integration throughout the country, and is a major province of characteristic agriculture and a national transportation hub. In this context, this paper uses BP neural network algorithm to simulate and analyze the coordinated development of urban and rural areas based on the actual development of science and technology nance in Shaanxi Province. After obtaining the economic status data of the province, this paper builds a regional characteristic platform that can provide targeted science and technology nance services, which can achieve diversi ed processing, complete multi entity fund supply and maintain the transparency of information between the supply and demand sides. Based on the eld survey and literature review and analysis, it can be seen that the ten prefecture level cities included in the study area and province have different levels of coordinated development of urban and rural economy, and there is a Matthew effect characteristic of uneven strength, so the regional differences show a weakening feature, and they need to be adjusted gradually to make them develop in an orderly manner. Based on the research conclusion, this paper carries out the construction of urban-rural economic coordinated development and scienti c and technological nancial model support, and analyzes the nancial support function and actual effect of the province in detail. In this paper, the BP neural network algorithm is applied to the integration of urban and rural development in Shaanxi Province to conduct big data simulation for science and technology nance.

In the context of accelerated urbanization, constructing resilient cities is an effective approach to tackling risks, such as extreme weather, and various urban challenges. The coupling and coordinated development of urbanization and urban resilience is a prominent embodiment of urban sustainable development and high-quality development capacity. In this study, Hunan Province, China, which is frequently affected by various disasters, is selected as a representative for examining the coupling and coordination relationship between urban resilience and urbanization level. The panel data are adopted to construct a dual-system evaluation framework integrating urban resilience and urbanization level based on the entropy weight-coefficient of variation (CV)-CRITIC method. The coupling coordination degree of this dual-system evaluation framework is calculated with the coupling model in physics and GM (1, 1) grey prediction model. Additionally, the spatial–temporal evolution characteristics of the coupling coordination degree are investigated and analyzed by ArcGIS and Geoda software. The following are indicated from the results: (1) The resilience of all cities is related to their geographical location and is characterized by a decrease from east to west; in addition, the resilience level of most cities presents a downward trend with time. (2) The urbanization level of most cities develops stably with time, but there is a growing gap in the urbanization level between regions. (3) There is a strong correlation between urban resilience and urbanization level in all cities; the unbalanced coupling and coordinated development emerge, specifically manifested by the polarization phenomenon. Eventually, a circle-difference spatial distribution pattern that starts from the central urban agglomeration and gradually decreases to the periphery is formed. (4) The prediction results of the coupling coordination degree suggest that there is an increasingly distinct polarization trend for the coupling and coordinated development between cities, and it is necessary to pay attention to those cities with a declined predicted value. (5) There is a significant positive spatial autocorrelation and agglomeration effects in the distribution of the coupling coordination degree of all cities, and the correlation is getting stronger with each passing year; the correlation mode is mainly characterized by homogeneity and supplemented by heterogeneity. Finally, several suggestions are proposed in this paper, in an attempt to lead the coordinated development of regions by novel urbanization and thus promote the sustainable development of cities. The methods and insights adopted in this study contribute to investigating the relationship between urban resilience and urbanization in China and other regions worldwide.

Research on the Jobs-Housing Balance of Residents in Peri-Urbanization Areas in China: A Case Study of Zoucheng County

In the process of urbanization, peri-urbanization is a unique phenomenon in China. For residents living in peri-urbanization areas, realizing the balance between workplace and living space is not only a crucial guarantee for them to secure livelihood but also an important criterion to measure the quality of China’s urbanization. Based on the questionnaire data distributed by the research group in Zoucheng County, China, in 2021, this study measures the degree of jobs-housing balance in county area by constructing the benefit index of jobs-housing balance and explores factors affecting the jobs-housing balance in county area by using logistic regression, random forest classification, and regression tree. Results: Firstly, with 57% of the residents have achieved the standard, the level of jobs-housing balance in Zoucheng County is relatively high. Secondly, individual, household and built environment dimensions jointly affect jobs-housing balance of residents. Furthermore, at the current stage of China’s county areas, household is not the core dimension influencing jobs-housing balance. Thirdly, factors that passed the significance test can be divided into three categories: key factors, important factors, and auxiliary factors. Occupation type, commuting way and residential location are the key factors affecting the jobs-housing balance, which deserve our attention. Therefore, according to the above conclusions, relevant suggestions for promoting jobs-housing balance of residents in county area were put forward. For instance, considering the diverse occupation of local residents, employments that match their skills should be offered, and as for peri-urbanization areas, the regulatory of jobs-housing balance should be placed in urban and rural areas.
