COVID-19 health policy evaluation: integrating health and economic perspectives with a data envelopment analysis approach

Abstract: The COVID-19 pandemic is a global challenge to humankind. To improve the knowledge regarding relevant, efficient and effective COVID-19 measures in health policy, this paper applies a multi-criteria evaluation approach with population, health care, and economic datasets from 19 countries within the OECD. The comparative investigation was based on a Data Envelopment Analysis approach as an efficiency measurement method. Results indicate that on the one hand, factors like population size, population density, and… Show more

“…Indeed, studies regarding Covid-19 impact on hospitals e ciency at micro level is less than a ngers of hand: Kamel and Mousa [20] for Egytp, Nepomuceno et al [21] for Brazil, Caunic et al [22] for Romania, and Henriques and Gouveia [23] for Portugal. Most of concurrent studies investigate country wise or state wise e ciencies of the health systems under Covid-19 at macro level such as: Kaye et al [5], Xu et al [24], Klumpp et al [25], Breitenbach et al [26]. Thus, our study offers a benchmark for future research and makes important contribution to literature examining Turkish public hospitals experience at micro level.…”

“…Notably, raw counts, not rates, were used for COVID-19 cases and deaths. A similar methodological approach was used in another study by Klumpp et al (2022), analyzing healthcare efficiency impact across 19 OECD countries over 12 time periods, starting from the first COVID-19 death in each country. The primary focus was comparing the effects of restriction policies during the initial wave of the pandemic.…”

“…The focus on high-and upper-middle-income countries limits insights into factors that affect efficiency in low and low-middle income countries (Mbau et al, 2022). Examining literature during the COVID-19 pandemic highlights challenges in country comparisons due to diversity among countries in pandemic developments and input/output selections, introducing bias and complexity in interpretation of results (Breitenbach et al, 2021b;Klumpp et al, 2022;Mourad et al, 2021;Ordu et al, 2021;Singh et al, 2023). Additionally, we found a lack of studies that examined efficiency incorporating the recommended metric of estimated excess death cases by the World Health Organization (WHO) for assessing the pandemic's impact (World Health Organization, 2023b).…”
