Crisis Decision‐Making on a Global Scale: Transition from Cognition to Collective Action under Threat of COVID‐19

Abstract: This essay examines basic functions of crisis decision‐making—cognition, communication, coordination, and control—in response to COVID‐19. This crisis decision‐making framework is applied to cases from South Korea, Italy, and the United States as public officials grapple with how to recognize, respond, and recover from this deadly, invisible threat. The authors acknowledge the harsh trade‐off between the compelling need to limit transmission of the virus to protect public health and the consequent economic los… Show more

“…Finally, cloud adoption has come as a significant boon for managing pandemics such as COVID-19 (CoronaVirus Disease 2019) on a global scale. COVID-19, or coronavirus, was first reported in the city of Wuhan, China [ 177 , 178 , 179 ], eventually spreading across the globe, killing thousands of people, distressing economies, and negatively affecting healthcare capacity and systems [ 180 , 181 ]. As the pandemic spread rapidly in 2020, most governments were faced with little time to respond [ 182 ].…”

“…The Viewpoint symposium then shifts toward more case‐based understandings of the crisis, using varying theoretical lenses, countries, and practical findings to inform research and practice. Using the lens of cognition, coordination, communication, and control, Comfort et al (2020) conduct a cross‐cultural comparative case study to examine the response readiness in countries with different governmental, structural, and cultural elements. More comparative research with these underlying values will be needed.…”

“…Comfort et al (2020) use a networked approach to examine their cross‐cultural response, and Grizzle, Goodin, and Robinson (2020) also detail the challenges with building and maintaining strong networks that can respond to system shocks such as the pandemic (Roberts 2020). Using the City of Norman, Oklahoma as a case study, Grizzle, Goodin, and Robinson (2020) detail ways in which strong networks are built and how well those efforts fared during the COVID‐19 response.…”

“…Resilience in social science: a key notion for emergency management studies Though people and organizations have been chronically demanded to cope with external shocks and crises of different nature, things such as the globalization have contributed to increase the pace of their diffusion throughout the world, thus highlighting their severity (Comfort et al, 2020;Fligstein & Habinek, 2014). Hence, the current global scenario is featured by recurring and sudden shocks -such as scal and nancial crises, natural disasters, pandemics, and terroristic attacks -likely to produce dramatic implications on the social, economic, and political levels (Bundy et al, 2017).…”
