The significance of lockdown policies for controlling the COVID-19 pandemic is widely recognized. However, most studies have focused on individual lockdown measures. The effectiveness of lockdown policy combinations has not been examined from a configurational perspective. This research applies fuzzy-set qualitative comparative analysis (fsQCA) to examine different lockdown policy combinations associated with high-epidemic situations in 84 countries. A high-epidemic situation can occur through three different “weak-confined” patterns of lockdown policy combinations. The findings demonstrate that a combination of lockdown policies is more successful than any single lockdown policy, whereas the absence of several key measures in policy combinations can lead to a high-epidemic situation. The importance of international travel controls can become obscured when they are the only measures adopted, and a high-epidemic situation can still arise where restrictions are placed on international travel but not on public transport or when workplaces are closed but schools remain open.

This paper focuses on the underground military galleries and countermine system of the Petrovaradin Fortress near Novi Sad (Serbia). The Petrovaradin Fortress was presented within the working group Underground Built Heritage Reuse and Valorisation Strategies on the COST action Underground4value as a good example of tourist valorised underground cultural heritage in Serbia. The goal of the paper is to consider as widely as possible the options that could contribute to the sustainability of these galleries. Numerous field observations, complex research of the literature as well as other available sources, and interviews with visitors to the fortress were necessary for this goal to be achieved. The paper has special historical and practical significance. On the one hand, it represents a record in time concerning the condition of the Petrovaradin Fortress. The practical significance is reflected in the scientific contribution based on the critical analysis of the results obtained from authorities on the Fortress and visitors, as well as the ideas that the authors conceived or adapted from similar sites in the world, assessing that these ideas can be applied to the Petrovaradin Fortress. The results of the paper explain the aspects of ecological, economic, and social sustainability of the Petrovaradin Fortress, and indicate the need for it to be supported by various institutions.

Aim: This study investigates the non-medical public health and surveillance policies and actions for tackling the community spread of COVID-19 pandemic in Denmark, Serbia and Sweden during the first five months of the pandemic in 2020. Method: The study is inspired by a process-tracing design for case study with a focus on the non-medical measures and surveillance strategies implemented by the three countries. The comprehensive collection and study of national documents formed the basis of the document analysis. Results: The Danish strategy was to prolong the transmission period, preventing high numbers of infected cases from impacting their healthcare capacity. The government’s strategy was characterized by strict governance elements, health guidelines and behavioural recommendations. In Serbia, the main strategy was to prevent the spread and control of the infectious disease by shifting all human and material resources towards the function of controlling the spread. Serbia applied the strictest measures in the fight against coronavirus in relation to other countries in the region and in Europe. The Swedish strategy focused more on recommendations than requirements to motivate the public to modify their behaviours voluntarily. Sweden’s loose pandemic strategy implementation focused on voluntary and stepwise action rather than legislation and compulsory measures. Conclusions: The public health policies and actions implemented to prevent community spread of COVID-19 in Denmark, Serbia and Sweden varied during the first five months of the pandemic. The differences in their response were due to delays in implementation, inconsistencies in perspectives towards the outbreak and the capacity of each country in terms of their pandemic preparedness and response.
