Decision‐makers, advisers or educable subjects? Policymakers' perceptions of citizen participation in a Nordic democracy

Abstract: The perceived disconnect between policymaking elites and citizens has intensified demands for citizen engagement in democracies, but we know little about policymakers' attitudes towards increased citizen involvement.
