Decision-Making in Flat and Hierarchical Decision Problems

The article presents a problem and differences of financial liquidity and profitability. The survey of financial liquidity and profitability, underwritten by the College of Economics and Social Sciences of Warsaw University of Technology, was conducted on Płock Subregion enterprises. The survey concerned cash flow management, receivables controlling, trade credits, different payments and receivables. The results of the conducted survey indicate that the majority of companies from the subregion of Płock suffer several problems and despite a wide range of possibilities of using different tools for the management of receivables, the respondents do not use them efficiently. The survey has shown that most of them applies only the most popular, simplest and cheapest solutions, but, consequently the least efficient.

Article illustrates the state of the work conducted at the Faculty of Management Warsaw University of Technology on the issue of modeling hierarchical decision-making problems in the context of administrative and infrastructural conditions of the various forms of public safety. The aim is to develop a universal methodology of conduct for the management needs of the public administration, whose powers are focused on maintaining the continuity of the critical infrastructure of the State. The key issues covered by the article are: modeling of hierarchical issues and decision-making processes in the multi-layered organizational structures; harmonization of scales significance of decisionmaking areas with significance weights of elementary decisions in these decision areas; and a priori contradictions of elementary decisions from different decision areas and value assessments of taken problem decisions.

Abstract:The authors are interested in some aspects of a development project entitled "The methodology of risk assessment for the purposes of crisis management system RP (ID 193751)". The project funded by the National Research and Development Centre under the Competition 3/2012 (security and defense). As part of the project the following items were reviewed and analyzed: materials related to the Government Security Centre, already completed and available products of the project ID 193751, and literature relating to, among other things, crisis management, critical infrastructure, business continuity, security, and threats. The basic emphasis of the article is focused on the resource-critical infrastructure interpretation of the state, whereby the state is perceived as a complex administrative structure in which, on the basis of external and internal interactions of resources, the risk of threats measurement is done.
