Defining pharmaceutical systems strengthening: concepts to enable measurement

Abstract: Pharmaceutical products are indispensable for improving health outcomes. An extensive body of work on access to and use of medicines has resulted in an assortment of tools measuring various elements of pharmaceutical systems.
