Delay-based Congestion Control Mechanism for Video Services - Mechanism including Backward Loading and Real-time Modes

Abstract: Currently the congestion control of the Internet is implemented through overprovisioning and TCP protocol. Unfortunately, TCP is not completely suitable for the use of video services.
