Delineating risk zones and evaluation of shelter centres for flood disaster management along the Pahang River Basin, Malaysia

Abstract: Shelter centres are important locations to safeguard people from helpless situations and are an integral part of disaster risk reduction (DRR), particularly for flood DRR. The establishment of shelter centres, and their design based on scientific assessment, is crucial. Yet, they are very much related to the geographic location, socio-economic conditions and the livelihoods of the affected communities. However, many parts of the developing world are still lagging behind in ensuring such scientific design. Cons… Show more

“…This situation explains the high vulnerability index for the Land components. Moreover, most Pekan households traditionally reside close to the Pahang River banks, so their main source of income has a higher chance of being affected by flooding [28,36]. Thus, crop planting is not their main option for growing survival food, as it will only get damaged during flood season.…”

“…In relation to research on flood disaster in Malaysia, most studies are said to be more inclined towards structural or engineering measures as well as on 'dependency type relief measures in the during and post disaster period (e.g. Chan et al, 2012Chan et al, , 2015Chan et al, , 2019Isahak et al, 2018;Mohit & Sellu, 2013;Asmara & Ludin, 2014). Thus, our study addresses the need for research on flood disaster preparedness and the involvement of human capital such as NGOs in FDRR in Malaysia.…”

“…Chan et al (2019) explain that major flood disaster measures and research in Malaysia focus more on techno-centric approaches that give importance to the ability of technology to protect and manage the environment and communities (e.g. Mohit & Sellu, 2013;Isahak et al, 2018). In fact, most studies mainly emphasize on the fields of hydrology and engineering for the improvement of hydraulic models and the importance of structural measures (Chan et al, 2019;.…”

“…Moreover, it is also highlighted that Malaysia has no specific guidelines on post disaster temporary or permanent housing implementation (Roosli & Collins, 2016). There is also evidence of inadequate relevant national and state policies; particularly planning and environmental regulations on flood mitigation and recovery (Shazwani & Sukeri, 2016;Roosli & Collins, 2016;Isahak et al, 2018).…”
