Purpose The purpose of this study is use a bibliometric analysis to explore the relational nature of knowledge creation in WFM in operations. Companies live under constant pressure to find the best ways to plan their workforce, and the workforce emangement (WFM) is one of the biggest challenges faced by managers. Relevant research on WFM in operations has been published in a several range of journals that vary in their scope and readership, and thus the academic contribution to the topic remains largely fragmented. Design/methodology/approach To address this gap, this review aims to map research on WFM in operations to understand where it comes from and where it is going and, therefore, provides opportunities for future work. This study combined two bibliometric approaches with manual document coding to examine the literature corpus of WFM in operations to draw a holistic picture of its different aspects. Findings Content and thematic analysis of the seminal studies resulted in the extraction of three key research themes: workforce cross-training, planning workforce mixed methods and individual workforce characteristics. The findings of this study further highlight the gaps in the WFM in operations literature and raise some research questions that warrant further academic investigation in the future. Originality/value Likewise, this study has important implications for practitioners who are likely to benefit from a holistic understanding of the different aspects of WFM in operations.

Both uniform quarantine and isolation measures, due to the COVID-19 pandemic, have brought forth unprecedented and severe socio-economic impacts. For the global post-COVID economic recovery, it is of great significance to explore scientific ways to reopen the borders with consideration of both risk and efficiency. With the development of international travel health certificate or digital travel pass, differentiated inspection and quarantine measures can be implemented to accelerate the recovery of international travel. In this paper, we study a multi-tier inspection queueing system with finite capacity based on a differentiated level of risk classification. A queueing analysis is conducted for the stochastic process of inspecting cross-border travelers under differentiated service for inspection and quarantine. Besides, we develop a computing method to determine the steady-state probability and several performance indices of the proposed queueing system, and an illustrative example is also set to introduce a step-by-step process for the method. Furthermore, we figure out the relationship between the model parameters and system performance of interest by means of a series of numerical experiments. In the data analysis, we also illustrate the monotonic and concave effects on the system performance, which can provide a visualized understanding of the trade-off between safety and efficiency in the studied multi-server queueing system with hierarchical inspection channels and finite capacity. Our findings can reveal some managerial insight into the border control problems, which could reconcile the efficiency with safety in the current epidemic prevention and control tasks.INDEX TERMS queueing model, multi-server queue, operations management, data analysis, risk-based strategy, system analysis and design, performance evaluation, border control, inspection and quarantine measures, COVID-19 pandemic.

Since September 11, 2001, the United States has invested a significant amount of resources into improving aviation security operations, with the Transportation Security Administration (TSA) assuming the responsibilities for security policy-making at commercial airports. This paper reviews the literature that supports policies for risk-based passenger screening procedures and chronicles the analytical analysis leading up to the launch (in October 2011) of the TSA Precheck program, as a first step toward implementing a risk-based security strategy for passenger and baggage screening. Multi-level passenger prescreening is the basis of the A c c e p t e d M a n u s c r i p t mathematical framework behind TSA Precheck; the framework provides a prescriptive control of security operations in settings with limited resources. TSA Precheck assigns each passenger to a risk group, based on the initial perceived risk level (assessed in the prescreening stage), and then calibrates the security measures to mitigate the risk associated with each group. With passengers arriving in real-time and the order of their arrivals uncertain, the resource utilization problem is solved by dynamic programming. A numerical comparison between a risk-based and an equal-risk (i.e., non-risk-based) security model is presented to quantify the benefits of risk-based security.
